Waterproof mayor, police chief arrested

Staff WATERPROOF — The mayor and the police chief of Waterproof were arrested Wednesday morning following a six-month state police investigation.

The Louisiana State Police conducted a lengthy investigation into the town following complaints of malfeasance in office and other allegations of wrongdoing.

On Feb. 12, Mayor Bobby Higginbotham was indicted on 44 counts including 18 counts of malfeasance in office, 21 counts of felony theft, one count of unauthorized use of a moveable and four counts of public salary deduction.

Waterproof Police Chief Miles Jenkins was indicted on three felony counts, including receiving bonuses for meeting traffic ticket quotas and altering traffic citations.

Higginbotham and Jenkins turned themselves in to Louisiana State Police detectives and were each booked at the Tensas Parish jail.

Higginbotham had a $100,000 bond, and Miles Jenkins had a $20,000 bond.

Both men were bonded out Wednesday.

The investigation is ongoing.
