County to freeze spending

NATCHEZ — The Adams County Board of Supervisors agreed Monday to implement a non-necessity spending freeze for all county departments effective July 1.

But the board members were quick to emphasize that it wasn’t because the county is operating in a hole.

Instead, President Darryl Grennell said it was to ensure no invoices are outstanding when it comes time to audit the books or for the board to start the budgeting process.

“When they go and buy items that have to go into inventory, it creates an inventory nightmare that affects the budgeting process,” Grennell said.

The decision was made at a meeting with County Administrator Joe Murray to begin pre-planning for the yearly budgeting process, which will begin in August.

The supervisors have historically instituted a spending freeze on all non-necessity spending in July, Murray said.

“This is just something to keep (department heads) from cleaning their budgets out,” Grennell said. “We are just trying to maintain some kind of cash balance at the end of the year.”

Supervisor David Carter echoed Grennell’s words, saying, “We don’t want people to think we’re in some kind of a bind, we are just trying to maintain some kind of fiscal responsibility.”

If a department needed new equipment and the funding was already in place for that equipment — for example, new computers — it should have already been purchased, Grennell said.

In addition to discussing the spending freeze, Murray told the supervisors that county department expenditures are at better-than-expected levels.

“There’s nothing in (the expenditures report) that says anybody is way further out than it should be, and in fact, everybody is below,” Murray said.

Tax Assessor Reynolds Atkins is in the process of collecting the assessment figures for the year, and Murray said Atkins believes the county’s assessed value will increase.

While the county will have to take on an $80,000 increase in retirement costs, Murray said the county will be retiring some of its debt service and will see an increase in funds from that.

    Best constructive ideals the supervisors have orally said in years!! Also, sups need to punch up the judges in Adams county for collectting the over million dollars of fines not collected that maybe they need to dock the judges pay to get their responses for we haven’t heard a beep out of this issue!!! ND what going on here??!! We the readers want to know??!! Last the judges were to go into action and what happen??!!

    we need that kind of common sense approach to budgeting here in nashville and, possibly, all over the world.  darryl sounds like he’s setting a new world precedence.    FISCAL RESPONSIBILITY. 
    the mayor in nashville has tossed out a 1.7 billion dollar proposed budget with NO FREEZE IN PLACE, thereby NO inventory control with NO auditing of all departments and NO transparency as to how, when and where and whose pockets were padded with the millions that had already been dispersed during the past budgeted, wasteful years.  they give broad-line figures such as we received $500 million dollars from the feds to implement our ‘race to the top’ educational reform pre-planned proposals. 
    that’t all we’ve heard about the 500 million and nothing has been reformed, just the opening of dozens of segregated charter schools  and to top it off, a property tax increase has passed the first two council meetings with only a dozen members trying to come up with an alternate budget and cuts that won’t damage the tax-payers so badl.  the council only has until next week to present their alternate plan.  WHY?  budgets should be analyzed year-round and unless disaster strikes, the budgets should decrease from year to year rather than call for more taxes.  this tax thing is fradulent and should be appealed in all of the higher courts until tax-payers are set free from it.  the same lame excuses each and every time, education, fire and better police protection and now general hospital has been added to the list.  general is now under meharry’s roof so as to excite the blacks to riots when a tax cut to the city hospital is mentioned. the merger with meharry was pre-planned just for tax increase times to be used as a bribery exploit tool.  i see through it , ALL, while  most heads remain buried in the sand.

    FISCAL RESPONSIBILITY IS SOMETHING THAT’S FAR OVER DUE. MURRAY AND ATKINS, IF YOU’LL BELIEVE THE COUNTY’S ASSESSED  VALUE WILL INCREASE UNDER THE FREEZE; YOU’LL KNOW EXACTLY WHAT YOU’LL HAVE TO DO AND CONTINUE DOING TO MAKE IT WORK. THE COMMUNITY ALWAYS LOOK-UP TO THOSE THAT DOING WHAT THERE JOB REQIRES THEM TO DO.

    Please complain about Nashville politics to the Nashville newspaper, we have enough on out plate down here.  Darryl has been around several terms before and fiscal responsibility wasn’t around during those terms – credit the new supervisors for pushing this agenda.

    Judge Vess is pursuing and collecting some of that money, the others are not getting on the wagon and doing their part in unclogging this money pipeline.  The BOS needs to get on the case of the court clerks to provide the judges the necessary papers to handle timely, and earn the raises they received recently.

    Sound like the sups aren’t doing their jobs if they aren’t replacing clerks that aren’t doing their jobs as you explained!!!

    if you have been attentive, you should by now see the interconnections between the various cities and states.  they are carrying out orders from  incognito commanders.  notice the sudden rise in charter schools, notice  the rec facility on one side of the miss. and the sudden need for one at natchez,  notice the changes to the teacher evaluation profiles, notice the rezoning, etc.  just pay attention.
