City of Natchez agrees to fire and police pay raises

NATCHEZ — Natchez residents will see no tax increase in the upcoming fiscal year when the city adopts a budget next week.barely

Natchez Mayor Butch Brown said the city had kicked around the idea of a tax increase for the upcoming fiscal year, but is not currently considering one.

If the city does discover it needs a tax increase later in the fiscal year, Brown said, the aldermen can pass it as an amendment to the budget.

“I’m not suggesting that will happen, but I’m saying there is still a way to do one if we need it,” he said. “We’ll be moving some money around, and we believe that we’ll have enough money to cover expenses.”

The city’s need for a tax increase, Brown said, will depend on how much the proposed raises for employees will cost in addition to emergency expenditures the city has recently had to make.

Proposed raises include raising the salaries of the aldermen, City Clerk Donnie Holloway and Municipal Judge Jim Blough. The salaries were cut three years ago as part of several cost-saving measures by the city, and the raises would restore those salaries to where they were before the cuts.

Brown suggested the increase in the aldermen’s salaries to the aldermen at the budget meeting last week.

The increase would not affect Ward 1 Alderwoman Joyce Arceneaux-Mathis’ salary of approximately $18,000. The salaries of Mathis and Brown are legislatively limited because of their state retirement. Brown’s salary is approximately $32,000.

Ward 5 Alderman Mark Fortenbery expressed apprehension about raising the salaries and asked if he could vote to forego his raise but increase salaries for the other officials. Ward 3 Alderwoman Sarah Smith was not present for the discussion.

The aldermen also agreed, pending the finalization of the figures, to a 5-percent raise for police officers and firefighters. Raises are also being considered for public works and traffic department employees who have not had raises in the last year or so.

Increased personnel expenses for the 2012-2013 fiscal year include the addition of Community Development Director James Johnston, an accountant for the city clerk’s office, a position currently being advertised, one assistant for the city planner and community development director and two new public works employees, among others.

Analisa Therrien, who was recently hired as the Brown’s administrative assistant, will be the assistant to the community development director and city planner. Temple Hendricks will remain Brown’s assistant.

The emergency expenditures the city has recently had to make, Brown said, include repairing roof leaks at City Hall, Margaret Martin Performing Arts Center, Brumfield Apartments and leaks and air conditioning at the city auditorium.

“All these things have just been neglected and gotten to the point of no return, where we just have to fix them,” he said.

Brown said if sales tax collections stay steady in their growth and with added revenue from Magnolia Bluffs Casino opening in December, a tax increase may not be needed.

“All of those things have been factored into the budget with the increased expenses,” he said.

    Hmm every job I’ve ever worked at would not give raises just because someone hasn’t had one in the past year. You actually had to earn it. It’s kind of funny to me that the city of Natchez looks a mess, fines aren’t being collected in a timely manner, and trees…that should have been trimmed BEFORE Isaac came through to prevent major loss of power…are overgrown and knocked out power for quite a few people. By saying “few”, I’m being sarcastic. Now, they want to give themselves a raise. La-de-freaking-dah…why is no one surprised?

    I don’t know Fortenbery personally, but I just want to say thanks for not voting for your own pay raise. However, next time this idea is brought to the table, maybe you can tell them, “NO!!”. No to the BOA getting a raise, that is. And why not do a performance review on all city employees before just randomly handing out tax payer’s money? That makes more sense to me, than just doing an across the board raise for everyone. When I drive through Natchez, I see city employees standing by the city vehicles, talking on cell phones, or standing by and watching someone else work. What kind of image is that to portray to the general public?

     After all, if I don’t do my job at work, I get written up and fired…not a pay raise. What do you think should come to all of you…?

    You know it! Money is free-flowing, so why not tax the working stiffs just a little bit more…?

    No raises for elected officials — especially BOA. They all have other jobs. I thought public servants were only in it for the good of the community. What a concept!

    WOW are they serious? Just yesterday they had a piece in the paper about declining 132K for county fire protection and now they can give fire and police a raise? Guess we know now what was more important and why they did not agree to work with the county on fire protection…. I guess to them lining their own pockets is more important that the county residents safety. Wake up Folks this is only a small sample of whats to come….

    NOW to all the Local politicians….LISTEN UP……  crap like this is just why  people hate politicians so much and just why so many have stopped voting and listening to all the lies that pour out of your mouths so freely before during and after elections. We ARE SICK OF IT!! Every last one of you are LAZY, GREEDY, ARROGANT and SELF CENTERED…. If there was any real justice all of the citizens of Adams county would band together and impeach every last one of your sorry  elected officials butts and star over… this is why I say there should be way shorter limits on terms, and get rid of career politicians  completely. I would rather have a home maker with common sense who knows how hard it is to make a dollar stretch, who has had to take very little and stretch it into a whole lot to take care of her family….The woman and man who has to work multiple jobs to support their family and miss out on the growing up and special moments in their children’s lives because they can’t afford to take off work….the working man who knows what it’s like to bust his tail all week and scrimp and saves to make ends meet to support his family… those are the real people who know what it is like to live with today, the ones who are in touch with reality and do not get any breaks or cuts but manages by the hardest to cover everything. Those are the people we seriously need to elect… These are the hard working people like us who knows what it is like and understands what we go through first hand….for they are the ones who truly know what it is like to live in the real world unlike the politicians who only reads a report or listens to someone relay the information to them and finds ways to dupe the citizens with yet more lies and BS…. I am sorry but anytime a pay raise is more important that the lives and safety of the citizens that elected you….it is time to clean house and start over because it is as plain as day  that you DO NOT have the citizens who elected your sorry butts interest at heart.

    If you voted for Brown you knew this was going to happen and before the physical year is out the city will have to borrow money to make payroll!!

    What?? Did everyone in the city get a raise? I know the lady in planning needs one. She covers it all by herself. How much does the lady Brown hired to be his assistant but won’t be make? Temple Hendricks keeps getting flung around like a rag doll. All the other ladies at city hall are at each others throat, when they even speak to each other. One comes to work straight from the corner bar, but works part time so I guess that makes it ok?? City engineering has one special person who gets to leave at 4 everyday, but we all and I mean all know why that is. I need a job with the city. I guess I can call the new personel person. What happen to who was doing that job? They get a pay cut? Gotta love the city.
