Louisiana Voter ID procedures create confusion

A thought occurred to me while watching a news report on voter ID cards.

The Town of Vidalia sends registered voters voter ID cards — and here is the but — I am always asked for a picture ID and not my card! This procedure rather confuses me! Why send out the cards and not require them to be shown when voting? I realize they inform of the district you are in and that your name is in the register of the district. I wish that the voters in Vidalia would be informed about why the present procedure is all that is required.

Secondly, you are asked what your party affiliation is. I have indicated Independent. All of a sudden I am a registered Democrat! I vote for the individual no matter Republican, Democrat or Independent ticket! The system in Vidalia confuses me. So maybe someone can clarify the system.
