Part of casino must be on water; doesn’t have to float

NATCHEZ — A casino on the Mississippi River must be at least partially in the water, but it doesn’t have to be a riverboat, a state gaming commission official said Friday.
After Hurricane Katrina hit the Gulf Coast, some new regulations allowed coastal casinos to locate within 800 feet of the water.
But along the Mississippi, a casino must still be on the water, Gaming Commission Deputy Director Allen Godfrey said.
“They still have to be in the river,” Godfrey said. “That doesn’t mean it has to be floating in the river.”
Lane Company, a development group looking to locate a casino and riverfront development under Roth Hill, recently said they had plans to build a structure rather than bring in a boat.
Recently, more casinos have built structures on pilings in the river rather than bring in a riverboat to serve as a casino, Godfrey said.
“We’ve had a lot of variations,” he said. “The gaming must be over the river. But they can have the casino floor on the river, and the (other) structure could be on the bank.”
Lane has received a nod from the state commission, deeming the site a “legal site,” Godfrey said.
“(Now), they have to prove they have financial ability and where the money is coming from,” he said. “They have to get the project approved and provide a construction schedule. They have to provide proof that local agencies don’t have a problem with it, people such as the Corps of Engineers, (Mississippi Department of Transportation), anybody who might be involved.”
Lane still has to present plans of what the development would look like.
The company also must invest a 1-1 ratio in non-gaming projects. Typically, casinos choose projects such as golf courses, hotels, restaurants or entertainment centers, Godfrey said.
Representatives for Lane Company could not be contacted this week.

I notice that among the agencies listed as being involved with the project, who might have a problem with it, the people are not listed. Did the agencies create the people, or did the people create the agencies?

I, personally, think the competition will be great.
The Isle seems to be in a rut!!!
I remember folks lined up trying to get in back when they gave away cars, 4 wheelers, boats and such.
They still have there little promo's, but does anyone ever hear about it, or who wins?
I am really surprised they have not ramped up advertising already. I would be doing something to promote myself
other than that tired old billboard by the river.
Anybody else notice how few dollars are being spent locally by the Isle? I've seen trucks from Baton Rouge there frequently.

Just about everyone that has commented today about the new casino and how good it will be for the area. Has also talked about how much crime we are having in the area. Now when there is more gambling, there also will be more killings, stealin, Highjacks, rape, etc,,, Have you ever stopped to think about that. Where are the GOOD JOBS that will help everyone? Young and Old alike.
Now to all of you. When the CRIME RATE go up, and yes it shall. Just remember that is what you all WANTED!!!

I am not for gambling. when the first boat came, several businesses told me that it hurt them because it's the people that have to finance a sofa,or a tv ect that gamble there. In turn, they stopped paying their notes.
And I dont know if this is FACT but my husband said he is concerned about our health if Rentech does come, he says their by-product is Carbon monoxide...
he says all the un healthy stuff that the north refuses, the south grabs it up.

do you really think that a large company is going to release enough carbon monoxide into the atmosphere that could endanger the area it operates?

What you have to watch out for is the ones that are in The Mississippi Government. City, State, and Federal lever. How much have they received under the table. Because Businesses that pollute the air we breathe
have to abide by Laws or pay big fines. Internation Paper had to pay $ 14000.00 for a upset they had on one day. That is all I am allowed to say on that!!
What is Needed is more whistle- blowers. Then Big Business will keep it nose clean.

The casino and Mayor West are simply exploiting loop-holes. The Mayor is obviously very interested in the success of the casino and not very interested in the wishes of the public. Mayor has successfully replaced the political tactics of the 'good ole boys' with a much more obvious political tactics.

I have been to Natchez many times. As far as well-to-do...have you been to the Natchez Mall? If that's well to do, then you have a very limited frame of reference.
Why don't you take a trip somewhere that isn't Jackson or Baton Rouge and get a good sense of WELL-TO-DO.

What in the heck does water have to do with gambling anyhow? I can lose my money in a casino that sits on land just as easy as one that sits on water. One of the biggest problems I have with the new casino is that our beautiful, nature made bluff has been destroyed forever! As for the crime issues, I also believe that crime will continue to climb with the more casinos we have. And as for that pitiful excuse for a casino, Isle of Capri, has got to be the worst in the nation. I like to go to the casinos to eat great food. The gaming is not for me but if someone wants to trow their money away, I guess they have their own rights to do that. I just hate that many people that are in the casinos are the very ones who cannot affort to lose their money.

The MS Gaming approved casino's over water before katrina. The Hard Rock was built on pilings (still is), and didn't do any better than the boats! Who cares if it floats or is on a pier, you can't tell the difference once your inside. As for more crime, I have always said unemployment or lack of good wages causes more crime than any business could ever cause! Bring in the casino's and get better jobs!!

THANKS, LUCKIEST GIRL, I, too, forgot about Lady Luck, but I did not vote for it then. I was raised with a gambler father and know the consequences of what it will do to families. Gamblings in the blood, I guess, but I was more fortunate than my father, I win sometimes. One thing sure, it was after my kids were grown before I ever gambled. When I moved back here from Los Angles, I just had to learn how to play (BOO-RAY). I don't think anyone knows how to spell that word, do you, if you do, tell me. Had a bunch of ladies I used to play with but that all disolved and now I spend my time with ya'll. Enjoy this too.

Don't you enjoy Roth Hill? Don't you like walking on the banks of the Mississippi River? Is everybody happy with a huge structure on a natural area and a parking lot where we should have a park with trees and benches to sit on. I know, a park, that sounds crazy. Imagine : a public space where people could sit and talk, where children could play and enjoy the view of the great river : THAT IS INSANE. A casino is great : a beautiful parking lot, people who are coming to lose money. What a fine kind of tourism for Natchez ! The most magnificient view on the river will become a place to gamble. Hurray for the pollution ! By the way I thought that most of the people of Natchez were christians... Drinking and gambling are a part of the american christian culture ??? Who want to see a beautiful historic town, rich for its nature, becomes a gambling town ? Mississippi is always 50 years late. We're facing a huge global change of temperature (don't you see it this days???) but we're polluting some more.
Please, go and take a walk on Roth Hill. And think that everything you see will be destroyed. Great !!!!!!!

Belk at the Natchez mall has better quality goods and lower prices than all of the "premium" stores in the big city, like Dillards and Macy's. The shops downtown are also very unique; of course, you've never been downtown, because your judgements prevent you from seeing what the rest of the town has to offer. People from all over the world come here to see the sights and go to the casino.
Do you ever see historic antebellum homes in your "big city"? Why don't you say where you are from? I think you are just jealous of our community and how everything meshes so well here. You probably live in a concrete jungle, and have no appreciation for the natural beauty that this city was built on.

You lack the cultural experience to be posting on these message boards.
P.S. you aren't the only one here that has been all over the world and lived outside of Natchez. I lived in Houston and New Orleans for 6 and 2 years respectively (among other cities), and those were two of the biggest dumps I've ever had the displeasure of residing in. Natchez is a standout. Why do you think the real estate market crash has had minimal effect here? People from all over the nation want to live here.
