Inmate escape, theft kept from public

VIDALIA — A Concordia Parish work-release inmate allegedly stole a truck and was on the loose for 10-and-a-half hours, but the information was not made public for at least five days.
The alleged theft happened three days before Saturday’s highly-watched primary, in which incumbent Sheriff Randy Maxwell won re-election over challenger Glenn Lipsey by 22 votes.
Cedric Milligan, 39, 10 Dales Alley, Vidalia, was booked on charges of simple escape Wednesday morning, but according to a Concordia Parish Sheriff’s Office dispatcher’s report he was reapprehended Oct. 18.
According to the report, the sheriff’s office received a call about 4:30 p.m. Oct. 17 stating Milligan had taken a truck from Concordia Lumber in Vidalia.
“About 5 p.m. I got a call that said the truck and the inmate were missing,” Concordia Lumber Manager Allen Moss said.
The work release program is a program for non-violent offenders to spend their final few months of incarceration earning some money for their eventual release. Milligan worked for Concordia Lumber.
“I don’t really know why (Milligan) did it,” Moss said. “He only had something like a month left on his sentence, and he didn’t go that far.”
Milligan was apprehended at 3 a.m. the next morning in Clayton when a deputy sheriff saw the truck, the dispatcher’s report said.
The dispatcher’s report was dated Oct. 22. Reports are usually available the day after an incident.
When word of the inmate’s temporary disappearance first got out last week, Sheriff Randy Maxwell denied it was an escape.
“This was a girlfriend situation,” Maxwell said. “He is being disciplined for it, but how could he escape when he wasn’t locked up? These work-release guys aren’t locked up. They’re free to move around.”
“We’ve had this happen before, and the longer they’re late the more worried we get, but he turned himself in,” Maxwell said. “There wasn’t any escape except maybe if my political enemies blew that out of the water.”
As for why Milligan was not booked until Wednesday, CPSO Public Information Officer Kathleen Stevens said it was because the sheriff was investigating the alleged truck theft and had not decided on what charges to file against him, and he was rebooked when those charges were decided.
“Cedric Milligan was an inmate before, during and after the incident,” she said. “At no time was he considered not an inmate.”
Milligan was re-incarcerated at the Concordia Parish Correctional Facility.
Lipsey said Thursday he was unsure if the news would have affected the eventual outcome of the election.
Maxwell could not be reached for further comment after multiple attempts.

My understanding is that not only was the public NOT notified, but neither was the surrounding parishes, nor Adams county. This is the very reason Randy needs to be replaced.

Work release "guys" are NOT free to move around. True they can get out and work to make extra money. To send home to their families or save for when they come home. But they are still inmates and this was an escape no matter how you look at it. And how did the guy turn himself in, if a deputy saw the truck and clayton and that is how they caught him. And as far as the work release program. It is a great program. Someone needs to ask Randy how much money he is making off of it. I know the community isn't seeing any.

Well he didn't steal a gun, he stole/borrowed without permission a truck...but he could have run over somebody. He just went to visit his woman.
Maybe they should just keep those guys in jail until their time is up for parole, and then put them in the work release program. It certainly isn't benefitting Louisiana to release them early into this program. Why can't they think up some work for them to do in the prison? They could plant a garden and grow their own food, at least. How much do they get paid?

yea the public is the last to find out anything. you give them all the info and they still sit in their office doing NOTHING but eating their doughnuts. it is like they don't want to get out and work for their salary they expect us to work our tails off for them. maxwell it not what everyone thinks he is. just go to one of his neighborhood watch meetings and you can find out how to make drugs and anything else!

Well true enough the inmate screwed up! No one was injured, murdered, or raped. For every one inmate that runs off there are 500 that are doing exactly what they are supposed to do. I think that the inmate that runs off should have severe punishment, but there is no need to punish the other 500 that are honestly "model inmates." Furthermore I don't think that the information about the "Escaped Inmate" would have swayed voters much at all. The inmate was probably not even reported missing until later that evening, because ultimatley the employer is responsible for making sure the inmates are taken from and returned to the facility.

I think it would be interesting to know what Milligan was in jail for, in the first place...was it car theft, or any kind of theft? Perhaps, Mr. Milligan doesn't know his, from someone else's belongings, and that's why he was incarcerated in the first place??? And if that happens to be the case, he hasn't learned from his past mistakes or jail time. Surely he will now be suspended from the work release program???

Perhaps, the inmate escaping (or going off on his little joy ride) would not have swayed the votes, but the report that the information had been withheld, not only from the people of Concordia Parish, but also the neighboring counties, may have swayed the vote!

I find this article astounding:
Oct. 17th, Cedric Milligan escapes in a stolen truck.
Oct. 18th, Cedric Milligan is captured.
Oct. 19th, The Natchez Democrat is emailed the escape information, return email from the paper states that this matter will be looked into.
Oct. 20th, Concordia parish election day.... Sheriff Randy Maxwell seeks reelection.
Oct. 22nd, CPSO dispatchers report finally reveals the escape
Oct. 24th, Cedric Milligan is rebooked into the CPSO facility.
7 days after the escape, Milligan is rebooked ( amazing).
9 days after this theft and escape the citizens of Concordia Parish and our surrounding areas get to read this. WHY ?
This is an ongoing event in Concordia Parish and I commend Sheriff Maxwell for staing that these escapes have happened before. They surely have and the people are NEVER informed of this by the CPSO authorities. We as concerned citizens get the information from anonymous sources on the inside who actually care about the peoples safety. We, in turn pass it on to our friends and loved ones, in order to keep them, the elderly and children etc. out of harms way.
This is not exactly the way that the system is designed to work but it is the only way that we are safe.
Sheriff Maxwell and his followers can call me a political enemy if they will, I won't lose sleep for exposing wrongdoings. The only sleep I will lose is trying to help keep the people of Concordia Parish alert.
I stand behind the facts.............and this article speaks for itself.

cpso told tpso that this would be held in silence over the weekend. id put tpso's integrity over the other.
tpso actually came to cpso to id and arrest the "non escapee" that drove away from his work release assignment in a vehicle that didnt belong to him and he had no authority to use." i guess CO 1 spins that and says he didnt steal the vehicle either.
CPSO says come back on monday we cant let this get out before the election!!!!

Thank you Vershal for the article. Now, how about the 7 inmates in lockdown right now that tested positive for drugs that worked for OI.? Oilfield Instrumentation that is the business that sits right between corrections #1 and #2. A good company perhaps but come on if you can't keep work release inmates that are working in a building BETWEEN your two prisons drug free...well it does not take a real genius to realize you (Randy)are not making an attempt to stop it nor do you care about the rampant drug use our children and citizens are struggling against daily.

Here is another little bit of info for you Maxwell supporters! I have been working in another parish (down south) and have been working with a girl who's husband works on the narcotics unit of that SO. I mentioned our sheriff election to her and she said her husband has met Randy. I told her that the sad thing was that Randy's son was the biggest drug pusher in the parish and she actually said that her husband had been told that!!! Now folks, we know we have got to be the laughing stock of the state when other parish narcotic agents know that our sheriff's son is the biggest pusher of our parish!

WELLLLLLLL!!!!! MUD IN MY FACE TODAY (big time) FOR STANDING UP FOR WORK RELEASE PROGRAMS. But then I still believe it's a good program if carried out correctly. One bad apple spoils the barrel!!! It's a shame this one bad apple was given this privilege to ruin it for the "better" prisoners. So sorry that it happened and proud that Natchez Democrat brought it to our attention. FYI, JunkyardDog, Cedric Milligan is a crack addict.
That's one reason for all the thefts and burglaries.
He has to be an habitual offender with that record. Do habitual offenders qualify for work release?
They are supposed to be "non-violent" to be accepted into work release. Does battery of an officer, aggravated flight from an officer and oh, yeah , that possession of a firearm by a convicted felon , sound non-violent to any of you???
Another example of Randy Maxwell will do what Randy Maxwell WANTS to do and just be damned it it is against the law!

I am asking everyone to please go read the story about the students on the bus. Let them all know that we DO notice when they do something great. Everyone please bear in mind that this election has been contested and a suit will be file in court.
randy maxwell has not been confirmed as the winner. Allegations of voter fraud with hard evidence have been found.
We may get a chance to do it over.
Wonder if maxwell will bow out in order to stop an investigation that could lead to further exposure?

These guys are NOT free to move around. I happen to know that one Work Release guy took a truck from Dick Thompson's Live Oak Facility in Vidalia. He was picked up immediately after returning to the Live Oak property and put back into the jail.
Am I crazy or is this sheriff not gone overboard with the lies and coverups. Hasn't he realized that he needs to stop buying voters by trying to keep their family out of trouble? Because there's that many more voters out there that could have suffered due to his negligency in informing the public. I'm ashamed of Randy Maxwell.
Imagine what his friends and family must think about us finally getting to know him as they do.

What I don't understand about Maxwell is how he always blames things that are uncovered about him on his "political enemies" just trying to discredit him. I think he does a GREAT JOB at that by himself, without anyone else having to point out the obvious. Has anyone else noticed that he's always qouted as saying something about how it's just bad politics, and something about people throwing mud at him politically...??

I'm not one for jumping up and down and beating my chest, but in light of the Sheriff's non action of alerting the public to a potential danger with a loose prisoner, If there is a new election I will not be voting for him. It makes me wonder now just how many "non escapes" there have been that we are unaware of. The more I think about this, the angrier I get for having my trust abused. SHAME ON YOU RANDY MAXWELL.

Just look at Deborah Harris incident as a reminder. Harris was the Corrections Officer that was caught with bringing drugs into prison. Oh Greatness himself grandstanded in the press talking about how he was gonna do this and he was gonna do that and well...IM STILL WAITING FOR HER PROSECUTION TO BEGIN!
Seems this blasphemy by a law enforcement officer has been deposited into the proper receptacle.
No consequences for bringing drugs into the prison facility is the message sent!

Hey concernedcitizen71334...I knew Jason sold drugs when we were all younger...I wouldn't consider him to be a "pusher" from what I knew of him. I kind of hoped he had grown out of that phase. It wasn't the selling of drugs that apalled me the most though, it was seeing him stealing stuff and using a credit card to pay for beer. I had the impression that credit card was paid by his Daddy, not sure which account that money was coming from though. And the way he called every girl "sweetheart" ughhhh... gross. It was how he knew he could get away with anything, and a lot of his friends had the same mentality. Now the way I see it is, if he feels he can commit crimes and get away with it, where did he learn that from? Will he spend his adult life thinking he can still do whatever he wants without suffering reprocussions? And who's fault will it be if he does think that way?
This story is just proving what I was trying to tell ya'll for the last couple of weeks. It's all about looking good! It's all about public image, especially right before an election. Honestly, I know nothing about Lipsey, and the only things I know about Maxwell makes me automatically side with his competition. I'd just like to see Concordia Parish be the best it can possibly be, my nephew is only five years old and he will definitely grow up there. In 10 years I don't want him to be exposed to some of the things I was when I was a teenager.

I disagree with prisoners being allowed to have jobs that law abiding people in our parish could be doing . Concordia Lumber hire a person from the parish that needs to feed their family we have lots of un-employed law abiding people. if we need to put prisoners to work have them work at the prison digging holes are usting rocks like they use to do.

After the girl I was working with told me that her husband had been told that our sheriff's son was a dealer, I told her to ask her hubby what we could do about this. She pretty much said we were probably screwed, just like we all know we are. As long he continues to have his "connections in high places" there is nothing we will be able to do. He will continue to use all his underhanded tricks to win each and every election. My prayers are with Glenn and his attorneys. I pray that Randy's corruption will finally be exposed in a court of law!

I think it is sad that people were on here bashing those Lipsey boys before the election. We should thank them for not giving up. I hope Glenn and his brothers are able to expose Maxwell for the crook that he is. As far as the election goes, Lipsey probably won 4 years ago, and I seriously doubt he lost this time. My family will be thanking each of them as soon as we get a chance. Hopefully others will take back their harsh words and do the same. I just hope we don't have to wait 4 long years for a new sheriff.

If I were Maxwell, I would get out while the getting is good. It is my thinking that they can probably dig up enough on him to send him to prison. With Odom bowing out, and Foti not in the running for Attorney General, his buddies are gone. Lets see! I am the Sheriff. I am the better law man.i have 240 employess of which about oh say 180 are involved in corrections. I run a work release program that sits, unfenced, on a major high way (DOC's work release at Beaureguard is fenced). I make 23.00 dollars a day DOc money and I charge the inmates that work $20.00 a day rent.
I charge them for taking them back and forth to work. I sell them goods from the commissary three times the going price. But I can't afford to pay any one to watch them.
One leaves his work place one day in a truck that does not belong to him. (Unauthorized use of a movable). He travels to another Parish three parishes away (simple escape) and along the way he robs a store (robbery) with a gun (aggrivated robbery). Now this is about his 50th and I am not exagerating arrest in about 10 years, mostly burgleries by the way, and when i get him back after a Clayton city Police stops him i say:
He didn't escape; I didn't know what to charge him with; i lie to another parish sheriffs office when they come to investigate; I lie to the press; i deliberetly with hold reporting it to the public; i have my subordinates committ malfesance because I don't want any one to know until after the eletion; and i say it's no big deal because the "boy" needed a grilfriend visist.
Now the kicker- it is my political enemies fault because if they were not contesting this election I could have concentrated better! Wait wait, this happened before the election didn't it? Oh, well it is still my political enemies because if they had not run against me i could have concentrated better! wait, wait, how about... It's my political enemys fault because if they hadn't told any body, then no body would know and that would make it all ok wouldn't it? I mean it really wasn't an escape any way was it?!

Election Fraud Update-More than 21 fraudulent votes have been found by the Lipsey investigative team. Glenn will have to file suit in court by 4:30 Monday. It will be brought to court within 4 days.
