Preservation Commission OKs Roth Hill casino project

NATCHEZ — The Natchez Preservation Commission unanimously approved architectural renderings for the proposed casino development on Roth Hill Wednesday.
Civil Engineer Hayden Kaiser of Jordan, Kaiser & Sessions LLC and Kevin Preston, president of Premier Gaming Group, presented the renderings during a public hearing.
Kaiser said the 38,000-square-foot, one-story casino will be supported by pilings, and a fender system will be placed in the Mississippi River to protect the casino from rising waters.

An architectural rendering of the proposed casino development on Roth Hill features a shingle or metal roof, galvanized half round gutters and downspouts, reclaimed wood siding and wood cladd door and window frames.
“(The renderings) are real similar to what we had approved two years ago,” Kaiser said.
“The only real change is a two-story building to a one-story building,” Preston said. “We worked closely with (Historic Natchez Foundation President) Mimi Miller and the rest of her staff to make sure actual design had a historic feel to it.”
Kaiser said the casino’s finished floor elevation will be 79.5 feet, exceeding the record river level of 75 feet.
Resident Gwen Ball expressed concern about the revised plans, saying she thought the lease agreement between the City of Natchez and casino developers had expired. Ball inquired if casino developers had entered into another agreement.
Ball also questioned the integrity of the design.
“We have been here at this very same juncture when promises are made and not kept regarding design,” Ball said. “They promise pretty and it never happens.”
Commission Chairman Marty Seibert said the integrity of the design is the ultimate responsibility of the city planner, which the city currently lacks.
“But it also depends on those making the promises — the developers,” Ball said.
Preston and Kaiser will next appear before the Natchez Planning Commission at 5 p.m. Jan 21 for plan approval.
If given the green light, Preston said the plan must be submitted to the Mississippi Gaming Commission by Jan. 26 — the deadline to be placed on the commission’s February meeting agenda. At that time, Preston could be given final approval to proceed.

Another casino thats the ticket.We all ready have one that is so deep in debt , that who knows what will happen to it , and they owe local people so much money that some have lost their job and some have had to close their doors. We need more jobs in the area but a casino is not the way to go.The only people that I have seen helped by a casino , other than the few that get a job there is the local pawn shop.

i was finally brought face to face with death in that i had made a vow to GOD that if i was set free from the powerful machine addiction i would turn and never look back. i won't tell you the details of how GOD orchestrated me through it but IT WORKED. free now for five years. now i got to work on the lottery addiction.
be supportive of those who are lured into "traps", not with money but counseling clinics and direct check deposits to take care of their priorties. please, no hollering and screaming at them when they mess up. take them for counseling and money management assistance.
you say that you're not going to ever lose your entire paycheck , ever, again but somehow the need to win what you have lost overwhelms all senses of reasoning and back to the machine jungle you head. i equated my addiction to the poker and fruit machines with being on crack. if my mama and auntee had not still been living, i would have died. dispensation of Grace.

So the city planner gets fired, these guys come in under the radar, and before you know it, a new casino is built with minimal oversight. Why was the city planner fired? Anybody get bribed by the casino to fire him? Just wondering.

Butch, you are on it!! Now I can at least put ONE face to those helping to hold Natchez back. I was wondering about that "phantom" group that I always heard about, but had never seen nor read about. Okany now so am I to understand this 2ND CASINO will resemble a great ole' southern plantation? As for gambling, I am all about personal responsibility on that one. Not once have I been tantalized to gamble away my hard earned money in a casino or on some lotto tickets. The odds just aren't good enough for me.

I agree that another casino is not the answer for Natchez's failing economy.
I, however, happen to work in a pawn shop and I can assure you that we do not receive stolen goods. Many of our customers are returning customers and we know them by name. If someone brings in any merchandise that seems fishy or suspect, we are obligated to seize it and call the police. If, by chance, stolen goods do make it in under our radar and we are notified by the police about it we press charges on the individual who sold/pawned the goods. Our customers are aware of this. We are very aware that crime is taking an upswing in our struggling economy and we are being very cautious about who we do business with and what type of merchandise we take into our store.

The city planner is gone TOM, he had a horrible reputation throughout the state amongst folks in his field...period. Get over it already. And why oh why is it the same old tired folks that come out against progress when it's staring us in the face?? Right now that area below roth hill is a vacant NOTHING just waiting to be utilized. We have an entity that is wanting to build a brand new facility that will create many jobs in a town that is desperate for an economic shot in the arm and people actually do not want it...unbelievable. Casino's will help enhance our tourism industry. We need another if not simply for competition reasons. Condo's, restaurants, casino's....oh my....all of which enhance tourism of which these people constantly oppose who claim to be for tourism. How ridiculous.

Yes, eagle, he is gone. And we currently have NO planner. This is not a good thing. Regardless of your opinion of the previous planner, the fact is that in the sleaziest manner the BOA railroaded two department heads out of their jobs under the flimsy pretext of reducing the city's overhead. Yet they continue to collect their own salaries, which are substantially higher than the state average for aldermen. And the city is still carrying a $38K salary for the Community Development Coordinator. This is what I am having a hard time getting over.

I'm with you "eagle". A casino employs around 400 people; with insurance, vacation and retirement. Anyone who says we can't afford another casino should just drive up the road to Vicksburg. With 5, they are all thriving. We do need one or two more to stay competitive and to draw more people to Natchez. Those of you who don't gamble, that's fine. There are millions of people that do gamble and it might as well be right here!! "butch", how is this company a "loser" and how do they run businesses off? "sandra", if you can't control yourself, there is a legal term "86" that will keep you off of every casino in the country. As for the look on Mr. Preston's face, he just thinking about people discouraging business to come to Natchez and finds it unbelievable. Every one is entitled to their own opinion, but we really needs jobs here.

When you come over the top of Roth's Hill the view of the Mississippi River is magnificent. Why in the world do we have to spoil it with a casino? I love to ride down the hill and sometimes I even eat my lunch down there. I am not a gambler so when they put the casino in, I probably wont be going down there very much. It would have been nice to have a riverwalk like Vidalia does with swings and benches and picnic tables to enjoy the river. Something that families could enjoy instead of a stupid shuttle bus going up and down all day.

I think the newspaper in Natchez should do an investigative report on exactly how much business has fallen off at the Isle casino. It is not good business for anyone to try to put another casino in town. Vicksburg may be thriving, but it is on the interstate.
By the way, how many of you saw the HUGE barge that was grounded a couple of months ago right at the bottom of Roth Hill? If this casino had been there when this happened it would have been completely destroyed (and had anyone been in it, they would have been killed!).
Another detriment to that site is that it was completely under water last spring. Take a look at it around March and see if we gamblers will be able to get to the two story garage they have planned for parking!
BTW, what happened to the beautiful park they were supposed to put in at the casino site?

eagle1. The city planner had an excellent reputation everywhere he worked and was only forced out of two jobs, Natchez and Hattiesburg, both due to a combination of skin color and asking developers to abide by the city code. It was a huge step backward for the city and if Phillip West was still the mayor he would still be city planner.

observer, the barge you saw was probably idling while waiting for supplies or a crew change from Vidalia Dock and Storage. And I understand there are still plans for the casino developer to also include a park in the plans. Go to the planning office and if there is anyone there you can ask to see the plans.

We do NOT need another casino boat or stupid looking building period! Does anyone remember when Lady Luck first came and they just KNEW they had hit pay dirt on this brainstorm that they had an airline called Empire Airlines fly into Natchez on a regular basis, around 1993, and it did NOT last and the last flight had one person on that entire plane. And BTW...this was a huge plane.

LOVESNATCHEZ, Vicksburg has the easy to access LOCATION with that main interstate 20 running into LA and TX one way, Jackson and Memphis the other way, they have done years of promoting their River City and it's working for them. They heavily promote their gaming even down to getting opening acts for shows to come. Philadelphia does the same. Last I noted, Vicksburg also doesn't have a committee that thinks the Historical aspect of that town, no matter how few jobs and no matter how bad the economy, stands in the way and prohibits everything that is not beneficial to them. I used to always wonder why if Vicksburg could "thrive" why couldn't Natchez? Again, same example. Vidalia, they will surpass Natchez with what they are doing with the River in mind. They seem to be a small town interested in industry and they do have Fruit of the Loom. What major plant does Natchez have? I am NOT saying these comments to disparage Natchez in any way, I love Natchez, but like many, I realized the potential of Natchez years ago, unfortunately, she hasn't changed a much since then.

i was, thanks be to GOD, delivered from it. my testimony is for others who like the old me, might get financially devastaed like i did before i walked away. i'm thinking of ways to allow people the freedom of playing for entertainment, if they so choose, and not destroying themselves and their loved ones in the process. i've always been an extremist. i've gone overboard in many areas of my life. discipline has to be achieved, it's similar to patience. for some, like myself, it doesn't come easy but i'm still here and open for communication and inspiration. we smoke at our own risk, we drug at our own risk, we drink at our own risk, we gamble at our own risk. none of our personal addictions should intrude into the lives of others. but they do.

I like how there is concern for making the casino site look historical. Isn’t it true that historically Roth’s Hill was where you would see garbage. Looks like history repeats itself. As for that architectural rendering: was the designer trying to draw Noah’s Ark or a redneck spaceship? Build it and then do me a favor… float that hideous thing downriver where it belongs and make the Roth’s Hill area a park free of losers and freaks.

The Natchez preservation society and other similar orgs. in the city are only doing their job . And most successfully I might add . They've managed to stifle Natchez economic potential and growth at the same time . What a bunch of idiots these people are . And we aren't that smart for allowing those losers to control the fate of this city for so long . They gotta go !

Correcto. Crime increases because the gamblers steal to feed their gambling addiction,so they can pawn it for 20 bucks to go to the boat and get rich.
