Again, this comes from the top down. If those at the top don't have a pleasant personality and good grasp of what hosptitality means then you can't expect them to hire hospitable people.
I point again to the person in charge of the visitor center. This is an inhospitable person. Through luck or Becky they have hired some great people but not all are so great.
When a city hires a manager for a position that is total hospitality and this person is actually vile and nasty, how can those hired under them be great?

No cell phones allowed in stores at all. I am tired of listening to other people talking on the phone!

About the only time I have to deal with anyone in the local government is to pay my car tag. The ladies behind the counter are always nice and very helpful. It makes it a lot easier to write that check for several hundred dollars every year.

Anyone who deals with people on a daily basis providing them with a service needs customer service training. You are there to help them out. Not make them feel stupid because they don't understand how the system works. This applies to all Government employees. Federal, State and Local.
