Board attorney dismissed
Watts replaces Grennell as president
Published Tuesday, January 8, 2008
NATCHEZ — During election season, several candidates promised change in their campaign, and at Monday’s Adams County Board of Supervisors meeting “change” was the operative word.
The board dismissed attorney Bob Latham, appointed Supervisor Henry Watts president in the place of long-time president Darryl Grennell and named Supervisor S.E. “Spanky” Felter vice-president.
Both the votes to dismiss Latham and to appoint Watts were 3-2, with Grennell and Supervisor Thomas “Boo” Campbell dissenting on both votes.
Felter was named vice-president unanimously.
The board also voted to name Natchez lawyer Bobby Cox interim board attorney until resumes and interviews could be conducted for a more permanent hiring.
The decision to dismiss Latham was not made because he had done a bad job, Felter said.
“We just wanted an attorney that would work with all the board members,” he said.
When Grennell asked what rate of pay the new attorney would receive, Watts said it was a matter for a future executive session.
After Latham was dismissed, Campbell requested he be retained to continue working on the Rentech project.
“Bob probably knows as much about that project as anyone here,” Campbell said. “We need to maintain someone to work on that project, if not others.”
Latham’s long-term work with the Rentech project demands some consideration, Grennell said.
“This project is bigger than any of us at this table,” Grennell said. “Bob has expertise. He has been working on that project for several years.”
Watts disagreed that Latham was needed to finish work with Rentech.
“Most base contracts have been signed and options have been placed on the table,” Watts said. “What else can the board of supervisors do but wait? The due diligence has been met.”
He could see no immediate problem with passing the necessary documents from one attorney to another, Watts said.
“If this deal is going to close in April, I thought we should maintain the agent who has worked on it,” Campbell said.
Felter said he would support decision to keep Latham on board for the Rentech project only if Rentech said they wanted it.
“Until Rentech tells me that, I’m against it,” he said.
Supervisor Mike Lazarus — the new member of the board — agreed and said, “If they feel they need Bob, they’ll get Bob.”
The board voted 3-2 to meet with Rentech and the Economic Development Authority to determine if the move would be necessary.
“It’s a little strange,” Watts said. “Bob represents us, so they’d be telling us what we need.”
In other news:
4The board voted to allow the Adams County Democratic Executive Committee to use local voting precincts for the Democratic precinct caucuses Feb. 2.
4Grennell made a recommendation to the board that they appoint a five-person committee to conduct interviews to appoint a new civil defense director for Adams County.
“We don’t have the expertise to ask the questions germane to this position in the interviews,” Grennell said.
The committee Grennell recommended would include two representatives from the Mississippi Emergency Management Agency, retiring Civil Defense Director George Souderes, Sheriff Ronny Brown and Natchez Fire Chief Paul Johnson.

The best news I've heard for Adams Cty so far this year.

Why is this good news, it looks like a downward spiral to me. Why would you not keep Latham until the Rentech deal was done? I don't think people realize how much Latham did for the county.
Posted by SayItRight (anonymous) on January 8, 2008 at 8:25 a.m. (Suggest removal)
Let's see how long Latham will drag out the Rentech work if you keep him on board. Boot him now instead of having two lawyers.......

This is NOT good news. Ingornance at its finest. But get used to it. It's sad, our county has taken a huge step backwards.

I can see that the Board of Supervisors are trying to make a change. If it is a good move or a bad move only time will tell. Yes, I do feel it was like putting the cart before the horse when theylet Mr. Latham go before the REntech deal was completed. The man worked hard trying to help this area by bringing that business here. He should have been allowed to see the matter thru to the end.
I can see now that the next four years with these supervisors will be interesting to say the least. But it does look like Adams County is headed for a change.

Looks to me these views are possibly running along racial interpretations. Use this as a scenario for the Latham dismissal: the board would have to replace him if he were involved in a crime; a serious debilitating accident or death. It has already been said in this article he would be retained if Rentech wanted him or saw the need to retain him.
The board needs a shakeup for the benefit of Natchez and Adams County. Why do people resist change so much? Why does there always have to be ulterior motives? Give me a break. We are getting ready to change the nation's leadership and there will be people happy about it and others who will be dissatisfied with the results. Get a grip!

Thank you lambchop!! If I could get a wish granted, it would be for the people of this area to become COLORBLIND. Four years ago, the people of Natchez decided that West would make a change for the better. The record will determine if this is so. Last year, Adams County decided that a change was needed, and again, only time will tell if it is for the better or worse. But one thing is for sure, nothing will be better if one side of the fence remains black and the other side remains white. Another wish would be to "tear down this wall" and build a two way bridge.

I think this was a good step. No need to keep Latham on for Rentech. If Latham did his job correctly the new person should be up to speed quickly.
Alternatively, if Latham wants to stay on, let him do it Pro Bono. I mean, if it is that important for the city, to him, the money isn't the issue, is it??
Posted by eagles (anonymous) on January 8, 2008 at 10:35 a.m. (Suggest removal)
If I were Latham, I wouldn't do it at all - paid or otherwise. They shouldn't even ask him to stay for that project. If he's that valuable to them, they shouldn't have voted to dismiss him. You can't have your cake and eat it, too. You may try it, but most often find yourself getting choked.

I'm all for change, but I think this one is a mistake. You get what you pay for.
Posted by mike8427 (anonymous) on January 8, 2008 at 11 a.m. (Suggest removal)
This is so similiar to when Butch Brown was beat by Hank Smith. People didn't like that Butch spent money to devolp Natchez's projects. Shortly after Hank was in, IP and Johns mansville shut their doors. Like Eagles said you get what you pay for.
From reading the comments above, people want a Wal-Mart type government. Minimal overhead and minimal service, with nothing made in the local area. I am sure any business that is considering moving here is going to take that into consideration.
Posted by destiny (anonymous) on January 8, 2008 at 11:37 a.m. (Suggest removal)
Times are a'changing and it's about time. I'm with the other posters, if you find reason to dismiss someone, dismiss 'em and be done with it. Don't keep gnawing on the old bone thats lost its flavor. If IP and Johns Mansville moved out shortly after the Brown saga maybe it was in the works long before Hank came along. I would not think any large company would make a decision to pull out because of it's mayor. To much money to do so.The decision was not due to Hank. Don't blame him for it. Anyway, tho' he is a good man, Hank was used by the public to get rid of Brown. He was the most well known man running to vote for other than Brown. Natchez is changing and whoever doesn't agree with the change will just have to live with it for now. Just my opinion, I think it's great. But there will be another voting day. I hope the board of supers realize that and will base their ideas and decisions on what the public wants and needs.

We're all going to have to live with the change. But I think this one was a big mistake.
Posted by eagles (anonymous) on January 8, 2008 at 12:27 p.m. (Suggest removal)
I agree mike and freedom. Say what you like, I believe that our town was much better off when Brown was Mayor. Crime was down, plenty of decent paying jobs, economy was ok. I'm all for change when it benefits the majority. I think this is the wrong kind of change. Someone in this position needs to be top notch and on top of their game (especially with all of the negative publicity we've had lately with our elected officials). With the talk of Rentech, is now the time to take such a big risk? I don't think so, and apparently the board doesn't either (since some were wanting Latham to stay on the Rentech thing). I'm afraid they put the cart before the horse this time. Find a way to keep up with very large pieces of equipment, cut your personal spending, but you better leave those alone that are actually doing some good here.

I thought the Rentech deal was done, no?

Watts disagreed that Latham was needed to finish work with Rentech.

And how many times has a deal fallen through at the last minute over a technacality? Key word there "Most", not all and Rentech could change its mind any moment, no matter who they have. But I still think the person who has done all the work should be able to finish the job. If I were Mr. Latham, I think I would tell them where to go if they came back to me, but I know he is a better man than that.

Why in the world would he do it for free? Do the supervisors work for free? I think not.
Posted by roberth33 (anonymous) on January 8, 2008 at 1:11 p.m. (Suggest removal)
If he felt strongly about it as a citizen, and believed in the cause for the greater good of the community.
Certainly that would outweigh any personal gain, if that is what he really felt was the most important factor.
Posted by eagles (anonymous) on January 8, 2008 at 1:14 p.m. (Suggest removal)
True, but if the reason for his simissal was money, and the supervisors felt that strongly about saving it - then why don't they work for free? Let's face it, nobosy does that. I don't and I bet you don't, either. Like I said, if I were Mr. Latham, I'd laugh at the thought of continuing to work on that project. He will come out of this just fine. The county is the one losing in this case.

Why did they get rid of Latham? And who works for free these days? Bruce Video recorded the board meeting and the community will be able to see exactly what happened. Tune in to channel 4 for Adams County Board Meetings. Has anyone ever watched the Alderman Meetings? Ridiculous!!!

Posted by eagles (anonymous) on January 8, 2008 at 1:24 p.m. (Suggest removal)
I bleieve that was the issue (to cut spending). They have Bobby Cox filling in until they get some resumes. Wouldn't it have been smarter to have someone to fill the spot BEFORE they dismissed Latham? No, I guess if they advertised the opening, he might have known he was getting the boot. Mr. Latham, you don't need work from the county. Your name and reputation will bring you more business than you can handle. You'll be better off!

Robert33, would you want to work for the county after they publicly fired you for no apparent reason? I wouldn't work for them with or without pay. This is simply politics, Mr Latham was a very good asset for the county. This is what Felter thinks is good housekeeping.
Destiny - I recall many times when IP threatened to shut its doors during the Brown administartion. Butch would go to IP and talk them into staying open. Once he left Hank didn't know what to do. And you are right, Hank was voted in to get Butch out.

It is a sad day for Natchez,Darryl Grennell was by far the best man for the job...YES I AM WHITE, I had an opportunity to walk with him at the American Heart Assoc. Heart Walk, as we walked his knowledge of our area was amazing , i just kept thinking , what a wonderful, intellectual, amazing person he is...I was so proud to think that he is representing our community. I know Henry as well, and you better believe things that will take place, WILL BENEFIT MR.WATTS, AND NOT OUR COMMUNITY AS A WHOLE. As far as Bobby Cox taking over they must have put attorney's names in a hat and pulled his, his knowledged about our community is extremely, extremely, limited, in fact downright POOR.......WHAT A SAD DAY FOR NATCHEZ ADAMS COUNTY...........................

Felter is just a yes man - anything you tell him should be done, he agrees to. Who is Bobby Cox? I have never heard of him.
roberth, why do you think Bob Latham should work for free? As eagles stated, you don't, I don't, the supervisors certainly don't, so why should he?

While I agree with the lack of quality of Bruce's Video Production, I'm glad that someone is taping the meetings. It gives the voters a chance to see their Supervisors in action. It's up to the citizens of Adams County to voice their concerns if they don't like how their Supervisors are representing them.

I don;t know if it is just me but I sure do think there are a lot of valid points made on here today.
Me, I am in District 3. I have yet to see anything that Boo Campbell has done in the last 20 years. I can say that the days of a Supervisor actually being proactive in the community are long gone. To Darrell Grenell, Thank You. You have fought for so many great hings in this county, the horse arena being one. I can say that you are probably the ONLY supervisor who does it the way Mr. Jimmy Carter did back in the day.
To all the supervisors, remember Adams County is itching for a change. You might be in office now but your seat on the board is only promised for the next 4 years. That isn't very long. Be sure you are communicating with the people in your district.

What most of you don't know is that the reason the Board of Supervisors voted to dismiss Mr. Latham was because he cost the county approximately $180,000.00 last year. It a money thing. Give the supervisors who voted to dismiss Latham some credit for trying to save the county this amount of money. You need to put your faith in Mr. Watts as board president that he feel confident the Rentech project will go through without Mr. Latham. Of course Mr. Campbell voted to keep Mr. Latham, Mr. Latham represented Mr. Campbell when he assaulted a sheriff deputy. Ask Mr. Campbell what Mr. Latham charged. Mr. Latham is also Mr. Grennell's traveling companion at the county's expense. Let the supervisors do their job. There are many reasons why the supervisors vote a certain way that most of us do not know anything about, so just know there is always more to the story.

hhover - we know it was more than money for why Mr Latham was dismissed. You even stated it in your blog that Mr Lathan was close to Grennell and Campbell. Did you read anywhere in the article where Mr Latham quit b/c his pay was cut? No, Latham was released b/c he was part of the old administration and this is their idea of housecleaning.

mike8427 I never heard Mr. Latham couldn't apply for the job.
That fact is the supervisors are looking for the best attorney that will work for a reasonable pay. Out of the approximately 80 attorneys in Natchez I'm sure they will receive more then one qualified candidate at the price the county feels reasonable. After all the job does include benefits. Some people believe they are untouchable and take advantage. A man with the county in mind would never charge as much as he has.

Latham could apply for the job, for up to $180,000 a year. I suspect many attorneys will apply. The job is political and the successful candidate will almost certainly have connections to the supervisors. Latham would be silly not to apply - he has 2 votes already and 2 supervisors that could be persuaded. To not fight for the best paying job in the county, because you lost a vote, seems unlikely.
Latham if he puts forward a good case - agrees to a salary cap and plays the "Rentech invaluable" hand, he will probably get his job back.
Butch Brown also "lost" his job at MDOT but managed to regain it soon after.
I hope that Latham does get replaced and his replacement is well qualified and hard working and will save the county $100,000.
I suspect the savings will be far far less though.

Make no mistake about it, Darryl is held in high esteem by many in our community. He is fair and very intelligent. He does not make decisions without documentation. He is intouch with his supporters and non-supporters. This poster can say he is one of the best organizers around. Those who have followed his public life know that he takes his responsibilities seriously.

WOW...Seems there are quite a few really "know it all" people commenting here...Its a shame, I suggest that those yelling the loudest maybe should run for office...Seems to me to see how POPULAR you really are....RUN FOR AN ELECTED OFFICE....You'll find out how many "friends" you really have....As for myself.. we have elected them...We should at least give them a fair shot at working for the good of the county....

Scarlettohara and muffinrules, the bottom line is Mr. Latham was costing the county too much money. I'm sure there were many other reasons that the supervisors had to dismiss him (the secret meetings with Mr. Grennell over the years, the campaigning Mr. Latham did for Mr. Cauthen and I'm sure many other instances)
but the supervisors had to make an intelligent decision based on the facts, not anything personal. I'm sure this was not an easy decision. I'm like the rest of you, I can't wait and see the meeting televised, I heard Mr. Grennell acted very childish and Mr. Watts was a perfect gentleman. I'm sure Mr. Grennell will settle down and get passed this because he is a very intelligent man and can do a lot for Adams Co. Do you think you could have made a decision that would make everyone happy, probably not. Give this group of supervisors a chance over the next four years to make a difference and remember to think positive.

I wouldn't have a job in the public sector; I couldn't stand the second guessing. (I wouldn't want the loss of income either.)

I have read several comments regarding the listed story. At some point in time, the presidency of the Board would be changing. It can not stay the same whether bad or good or great, I pray that the Board members can come together for the greater cause "Adams County~Natchez, Mississippi". People we need to stop focusing on all the negatives, and positively come together. I have children, "young kids" that I want to see grow in Natchez and hopefully be able to return home to work after they complete their college educations. Talk to your supervisor, don't give up trying, let them know your concerns and what you feel is important to living here. Forget who gets the praise for it, we all need to live, work and love Adams County.

Good ridance Bob Latham...just how long did he think he would be able to ride the Rentech Ghost deal.Great job Spanky,Mike & Henry....keep up the good work.

Muffinrules, what do you have against Watts and why do you think Bob Latham is the only attorney that can handle this job? I do think Bob should have been able to finish the Rentech job and I believe he will in some form but Bobby Cox is going to be watching his back. Do you think $$$$ has something to do with him wanting to stay until it is finished?
I can think of several attorneys off the top of my head that would make an excellent job of being county attorney and would work with all the supervisors and not just a select few. If you have a problem with the way your supervisor voted on this or any issue I urge you to call him and let him know how you feel, you just might find out what's going on and why he voted one way or another.

I don't know Bobby Cox--never heard of him, but do certainly hope for the best. I have no reason to think that he is anything but honest and straightforward. I just don't think Bob got a fair deal. If you know Bob at all, you KNOW what kind of a person he is. To hear his name smeared on this site just saddens me. It pretty much boils down to this: Watts didn't like Latham because of petty issues and Watts got rid of him. Purty simple, folks. I've yet to hear anyone give me any other valid reasons for the dismissal.
You can love or hate any combination of the Supervisors. And I DO hope they all pull together for the greater good. Elections are over, and we have who we have...good or bad.

I know Bobby Cox, in fact, quite well,I do not think he has enough knowledge about Adams County deals to get the job done...Believe me I have contacted supervisors to express my feelings, I think Darrell is a better rep. for Adams County, and is much more knowledgeable, about our community than Henry......end of sentence

Muffin, Please tell me more about Mr. Cox's background--I know absolutely nothing about him.

Bobby Cox is a fine strait forward & honest lawyer.I think he will be a great asset to Adams County.I also think Henry will do a better job as AC president than Mr Grennell.Mr watts has more business knowledge than Grennell & should move the county forward with the backing of the other 2 fine supervisors,,Spanky & Mike

Scarlettohara, money is why the supervisors let Latham go but then I believe they realized they needed him to finish Rentech after talking with the Rentech people. I give Bob credit for coming back to finish the deal but there's got to be more in it for Latham for him to come back and Bobby Cox will be watching closely.
Muffinrules, Watts has only been president for less then 1 week. Can we just wait and see how he does before being so critical? I'm sure he would answer any questions you have if you don't understand a certain issue or disagree with him. Don't be so judgemental. Keep up the good work Henry, Spanky, Mike, Darryl and Boo.

Hey, check it out:
"guy comes walking into town... no one knows his background... starts asking for money... telling tall tales and impossible stories... gullible local yokels start showering him with gifts and promising more... then he turns out to be a HOAX."
Could it be "James, the Walking Pastor?"
N0! It's RENTECH!!!
