Ferriday indictments include false imprisonment

VIDALIA — The charges against five former or current employees of the Ferriday Police Department indicted Tuesday range from aggravated assault to felony carnal knowledge of a juvenile.

A Concordia Parish grand jury handed down the indictments against Ferriday officers John Hawkins, Rickey Hollins, former officer Willie B. Robinson, former police chief and current Concordia Parish Sheriff’s Office employee Robert Davis, former officer Juanita January and civilian Arthur Johnson Tuesday after an investigation that began in October.

The grand jury investigation was opened after the district attorney’s office received and investigated complaints about the Ferriday Police Department over a two-year period, District Attorney John Johnson said in a statement.

“I’ll let the indictments speak for themselves,” Johnson said. “The grand jury worked tirelessly and followed the evidence where it led them.”

Johnson said he would not answer further questions.

Police Chief Richard Madison said he believes the officers will ultimately be proven innocent.

“An indictment is not a conviction,” Madison said. “Anyone can be indicted. An indictment is a one-sided presentation of what a person is calling evidence. Jesus Christ was indicted, and he was perfect.”

Madison said he has not yet had anyone lodge a complaint with him about the alleged incidents that led to the indictments.

“The first time I heard about this was from the newspaper,” he said.

The police department did conduct an internal affairs investigation on January, and passed on the information to the DA’s office, but they chose not to act on it at that time, Madison said.

Whether Hawkins or Hollins are placed on administrative leave is ultimately up to the mayor, but Madison said he would recommend they retain their positions for the present.

During the grand jury hearings, which took place in October and February, 17 witnesses presented testimony.

All of those indicted, except January, were booked at the Concordia Parish Sheriff’s Office and later released on bond.

January reportedly no longer lives in the area, and warrants have reportedly been issued for her arrest.

Hawkins was charged with two counts of false imprisonment in regard to the arrests of Vanessa Brannon and Leslie Parker, two counts of malfeasance in office and simple battery.

Hawkins was released on a $15,500 bond Tuesday.

Hollins was charged with false imprisonment, simple battery and aggravated assault in regard to the arrest of Shan Pearson, who was reportedly pepper-sprayed during the alleged incident.

Hollins was also charged with malfeasance in office and first degree injuring of public records for allegedly filing false reports.

Hollins was released on a $24,000 bond Tuesday.

Robinson and Davis were both charged with false imprisonment and malfeasance in office in regard to the arrest of Curtis Nelson.

Davis and Robinson were both released on $6,500 bonds Tuesday

Johnson, a former towing service employee, was charged with unauthorized use of a motor vehicle because he allegedly moved Nelson’s vehicle without proper permission after Nelson’s arrest.

Johnson was released on a $5,000 bond Tuesday.

January was charged with felony carnal knowledge of a juvenile because of sexual contact she allegedly had with a minor younger than the age of 17 during 2006 and 2007.

The investigation is considered ongoing.

An indictment is a grand jury’s declaration that they believe there is enough evidence to take a person to trial on the charges brought before them.

3. Glad to see these indictments come down and maybe Ferriday will recover and better law enforcement. Black or white, all need to obey the laws - that includes not speeding. It seems where the signs are posted, almost everyone tries to either be first, or just doesn't want to take their time. I have even noticed this in school zones with parents or adults with children in their vehicles.
Remember, children learn from their environment more than structured mouthing of the rules.

Its not your job to decide if the witnesses are credible or not. Thats the DA's job. I would bet the Democrat doesn't have the names of the witnesses. And why should Officers be given a harsher sentence than the average"joe"? If a Officer steals a car and you steal a car the charge is still grand larceny regardless of who does it.

Super, I'm not sure I agree with you on the accusers name being put in the paper or made public... for one these people are still up and down the road everyday i'm sure. If they names are let out then these people would probably be harassed very bad by fpd... this case needs to remain private and out of public eye until the trial is over.. whatever proof they have will come out in court and it needs to remain private in my opinion until then..

Enjoyed the post today. But on the one subject of releasing the names of the accusers, I think they will keep those under wraps due to the fact it may endanger the trial and we surely don't want that to happen. We need a fair trial and a just sentence so these scum-baggers can't come back with any reason for a new trial. I'm sure we will find out all the facts when the trial is over. Until then we must be patient and pray that justice will prevail.

SUPERTRUCKER, maybe your posts will be easier to read if you would double space between sentences. Try it and see if it helps.

In the previous story, the Mayor of Ferriday is quoted as saying the officers were indicted for "doing their jobs".
Well, I truly hope the City of Ferriday has some $$ in the bank because "false imprisonment" is a civil rights violation. The simple battery can be a fine, the aggravated assault, and the felony carnal knowledge of a juvenile is "Angola time".Since the mayor thinks they "were doing their jobs", maybe he should be indicted on derelection of duty by an elected official.

Some people have trouble seeing. Maybe that is why (supertrucker47) uses caps. True it would be much easier & like (destiny) said it would be easier to read if it were double spaced. (texasranger) I can't see where caps are rude. It's usually the person that writes the comment that is rude.

People of a different race dislike the things whites do,just as much as we dislike the things that annoy or cause us anger. They don,t want us around their homes,bars,gatherings anymore than we do them. So where is the racism? The so called minorities or whites?
And for the ones who hate another race, the other race hates them just as much. Unless someone is unkind,makes smart remarks,curses directly at you or hurts you, what difference does color make?Other races for the most part don,t like to mix with anyone but there own kind. Look everytime something happens in the Miss-Lou the 1st thing that comes out of peoples mouths are about racism,when the parties involved are not of the same color. GET OVER IT ALREADY!!!!! The female officer listed,Juanita January is white & the underage male was black so now what ya gotta say????? FPD have been corrupt for a long time just like the NPD. Every town you go to its the same thing whether ya like it or not. At least the DA in Concordia Parish takes the complaints seriously. Some of ya'll on here really need to grow up.

Sure these guys will be allowed to work under Gene Allen! That was not the case a couple of years ago when a white officer (off duty) caught a child (13 yrs) stealing money off the counter in a store. This officer was released from his job and never got it back. He was doing his job - stopping a crime! This all ended with the child being assaulted by the officer (what a joke), and the officer having to change careers. Hopefully things will change soon with Glenn back.

super, your definition of carnal knowledge is incorrect. I am a Law Enforcement Officer and i recieved a ticket in Ferriday also. Officers usually give professional courtesy to other Officers (just like Doctors dont charge each others family members) in regards to traffic citations but i learned real quick that don't happen in Ferriday.

You can fool some of the people some of the time but you can't fool all the people all the time! I agree their punishment should be harsh. I know in MS. one of the only ways to receive the death penatily is to kill a cop. Whats good for the goose is good for the gander.

We must keep in mind that in our system of justice that a person is innocent until proven guilty. These indictments only suggest that there is some evidence for an arrest and a trial. It will be up to a judge and jury to find them guilty.

Do not get me wrong, I am not taking up for these people if they have abused their power and broken their oath to protect and serve then I think they should have stiffer penalties than would normally be given out. A trust was placed in these people to uphold the law not use their position of authority as a ticket get away with breaking it.

But until they are brought before a group of their peers (which is being done with the indictments) and found guilty, then they are still presumed innocent. Please keep that in mind before we lynch them in public forums.

Chief Madison comes off a little too ignorant. It would be better to say "no comment" than to say he first read about it in the paper. I guess I'll be avoiding Ferriday from now on too, I am having little confidence in the law enforcement there.

I'm guessing these guys are guilty of some of these crimes, and may be innocent of some too, we don't know until the evidence is made public and a trial is held

On the issue of releasing victims names-- I don't think that should be done for their safety, that should remain unknown until the trial so they won't be harrassed by friends or perps or the perps themselves.

I'm just waiting for Allen's indictment on higher crimes, I'm thinking he'll go down for conspiracy, embezzelment, and malfeasance.

We're entitled to our opinions

But I'm sure we all agree that everyone deserves a fair trial, and we need to protect witnesses and victims,

It's not uncommon for disgruntled suspects to drum up charges against police, especially sex charges, but we all know the police have been unfair to folks in Ferriday. We all know a cleanup is needed, but we should be careful not to jump to conclusions. If they are found guilty, I hope they get the max for breaking the public trust and harming innocent citizens.

so that wasn't really a charge related to service as a police office

January used her postion as a police officer to commit and continue in the crime, if she had been a regular citizen Ferridays finest would have arrested her. Most of Ferriday knew what she was doing, she never tried to hide it from anyone.

Madison knew what was going on, if now why not it was public knowldge in Ferriday. Truth is he did not care.

These officers have no idea what the law is, all they know is how to write tickets (seriously), that is all they know how to do. These are the officers that give others a bad name. I am so glad they have been indicted, it has been a long time a comeing. Ferriday im thinking the police cheiff should be the next one to go, he seams like he has his head in the clouds.

How often do you suppose a motorist drives through
Ferriday WITHOUT being issued a traffic ticket? If
memory serves me well, seldom I would say.

The only ticket I have had in Ferriday is for running a traffic light about 4;30 in the morning.

Vote for me for police chief!!!! I have no law enforcement knowledge, but I know right from wrong. That is really the entire point..... you know what is right and what is wrong IF you were raised that way. The police are there to enforce that! Most officers think that their badge gives them power... sorry dude! You are no different from me! If I break the law - I should be punished -- same for an officer. If the officers in question has broken a law or over-stepped the line, it's time to pay up. I thank God everyday that our DA's office will listen, unlike the chief or mayor!!!!

Pardon me, but has anyone considered that these officers reflect the true character and ethics of their bosses who I believe are the wonderful muddle-the-water-with-the-name-of-Jesus Richard Madison & his illustrious boss Gene Allen. Thank God that we won't have to contend with their shenanigans much longer - June 30th to be exact! Thank you to all the imminently wise & God-fearing voters who brought this frivolity & corruption to an end.

The town of Ferriday is still flowing. Most of you are critcizing them, but was for them in the beginning. FPD was only doing there job like it or not. To the person or people who investigated the activity of the police officers why it went on so long before something happen. One of the police hasn't been on the force as long as a year and his name is in the paper. Nothing is going to happen to these officers. Please understand that they willbe protected trust me.

One of the officers (Madison's brother, I think) stopped me and gave me a ticket for no seat belt. I had put it on as I was leaving my babysitter's house). He followed me until I was almost out of town then stopped me. I had my belt on when he stopped me, but said he saw me without it on. GO FIGURE!! Then he harrassed me about my insurance card....said it was expired, even though really it didn't go out of date until 3 weeks after. He tried to argue with me about it, so I asked him if he could read...then all he said was, "Oh, my bad". I called to complain because the date on my insurance card was very plain and easy to see. Madison gave me the whole spill about being a Christian, and that everyone makes mistakes. Sure they do....but do these guys KNOW how to read insurance and registration papers? Come on now!! I know a lot of people in Ferriday, and they all said they were going to vote for Allen in 2004. I tried to tell them it was a mistake then because he's always been crooked, but all they could say was he could make a change. They were right about that, and NOT for the best!! I also know a couple of the officers that were indicted...to say the least, I'm not surprised. They think they are God and Jesus all rolled into one. It's just plain, old-fashioned STUPIDITY!!!

I hope the truth comes out. If they are guilty, I hope they never hold a position as a cop again anywhere. If the administration is corrupt, may they all go to jail soon.

I've noticed over the years that more & more young police (black & white,men & women) have a thuggish mentality like the criminal when it comes to dealing with everyday citizens. Sometimes the worst come when Judges & D.A.s' back them up to rack in the money. Leaving the good police dealing with disgruntle citizens half the time. But for those- what go around,come around & what go up,must come down..

Was trying to find the artical about the man that was asolted by the FPD Officers befor the runoff election. I wanted to see the officers names and see if any match up to these. I suffer from CRS and cant remember, lol. I could not find the artical, was it deleted?

Two of the officers involved with slamming that poor old man down were Hollins and Bell.
