New rules in place at Natchez Mall

NATCHEZ — After a 6 or 7-year-old-child was dropped off at Rivergate Bowling Lanes and not picked up until after midnight, Manager Ann Hash had seen enough.
Hash wanted change, because while this may have been the most glaring example of a growing problem, it wasn’t the first example.
“Parents drop them off on the front door and leave them,” she said of young children.
And a lot of the times, she said parents don’t adhere to normal operating hours of the business.
She said in one situation employees had to ask kids to leave, but no one came to pick them up.
“They stayed outside the building for hours,” she said.
With not knowing whom to call, the responsibility suddenly becomes that of the manager.
So, about a month ago Hash instituted a policy that mandates children under 14 be supervised by a parent or legal guardian on Saturday nights.
Natchez Mall Manager Marie Lofton was soon to follow suit and upped the ante.
While the mall has had rules requiring children under the age of 16 to have parental supervision past 6 p.m. daily, Lofton said she felt it necessary to repost the words on brightly colored fliers on the main entrance doors.
“It had gotten a little lax,” she said.
She’s experienced much of the same — children are dropped off and the mall is used as a babysitting service.
Lofton said a lot of times the kids would be crossing back and forth on the highway, hopping from the mall to the bowling lanes.
Or, older teenagers in charge of supervising younger siblings, would dump them in the mall to go watch a movie at the theater.
“If one got hurt, you wouldn’t know who to call,” Lofton said.
Plus, she said the mall isn’t a place to hang out and goof off — it’s a shopping center.
“It’s a family shopping place,” she added.
Hash said she’s run into many instances where kids will come and basically use the bowling alley as a clubhouse.
“They were hanging out and creating problems,” she said. “We had a small drug problem one night.”
So now, a security guard stands at the door and asks for the patrons’ ages.
“It’s working out great, it’s much better now,” Hash said.
If patrons are breaking the mall’s rules, there parents will be called to come pick them up.
Another rule to abide by now at the mall is a dress code of sorts.
Sagging pants are the main target.
“I’ve had so many people tell me that they’re glad we’re enforcing the droopy pants,” Lofton said.
She said it’s indecent, and that kind of attire isn’t allowed at school, so why should it be at the mall.
Finally, hoods pulled over heads and bandanas are not permitted.
“That’s a gang-type thing,” she said. “I know everybody who wears them, they’re not in gangs, but it’s just not good to do that.”
Security guards are stationed throughout the mall to uphold the rules.
She said breaking these rules would never result in banishment from the mall.

Awesome job security. I am astonished that someone would drop off a 6-7 year old at a bowling alley with all that second-hand smoke. They should be ashamed. In my humble opinion, I think that people who drop off kids 10 and under at the mall for hours should be arrested for abandonment and neglect and should have their children taken from them. You don't deserve them. They could be kidnapped by some sadistic pervert who could do who knows what to them. I don't even want to think about it. Sorry, but this upsets me very much.

I agree 150% Swap! These days, you just can't be too careful. How one could EVER drop off a child that age (or even a few years older) is beyond me. I live on a relatively safe and quiet street, but still feel too nervous to let my children play in the yard without me with them. You just never know what danger could be lurking around the corner.
Just as you, it makes me ill to think of what could happen to these unsupervised children mentioned in the article. We can't be with our children at all times, but we certainly must remain vigilant to protect them as much as possible.

I'm glad both places are putting age limits on the kids who are just being dropped off. But I am especially glad to see that the Mall is going to do something about the sagging pants! My fear is that they will let go of the pants they are holding on to and the pants will fall to the floor!! With or without boxers, I don't want or need to witness that!! Get a belt and put it on!!

Just the other day, my small daughter and I were at a gas station. She said, "Mommy, that man doesn't have any pants on!". I had not noticed anyone nearby, but horrified, I quickly looked around. I saw a fellow putting air in one of the tires on his car. His pants were so low, they were literally below his rear end.
He had on boxers, but my child could not understand why a grown man would not have his pants on out in public. How do you explain this to a 5 year old?

Child protective services (or the police)should be called when a parent leaves a child anywhere with no supervision. It is not a business owner or managers job to care for an abandoned child. The authoritiets should be notified so the proper actions can be taken.
If breaking the rules does not result in banishment what does it result in? A warning? A fine?
It's kind of funny to get carded going into a mall...but if that's what works....I can't knock it.

About the children being left alone, I agree with someone above that said dont babysit, call the police.

The truly sad thing about this situation is, that these business owners / managers are not really upset with the indecency or unattended children so much as lack of the money. Most kids are dropped off with a little cash from their parents. It’s only when the money runs out and all the kid is left to do is “hang around”, that’s when the owner or the manager wants to complain. As long as their raking in the cash, they don’t mind.
Don’t start thinking I’m defending the idiot who abandoned their 6 year old, but come on, that would have been all over the Democrat’s front page. That’s if the business owner did the responsible thing and called the police. No police officer in Natchez would have let that incident slide. I’m a firm believer that the root of the problem is with the parents. I don’t treat my children this way. I’m sure the other readers don’t either. I’m just tired of businesses wanting the public to support their decisions on what we think is based on integrity. Most of the time that is far from the case. They’re out to make a dollar, first and foremost.
As we all know, both of these establishments have security. Some even off duty Police Officers and Sheriff’s Deputies. Why the fuss now? If you don’t want teens hanging out at your business, stop catering to them altogether. Teenagers having be crowding at these places long before sagging pants were in style. And about the clothing? What good is it going to do, to set a rule that will not be penalized when broken? The point is they’re not going to use one of their new rules to kick the kids out as long as the kids are spending money. Like it or not, we will still be looking at saggy pants for long time.

Those managers of the bowling alley and other businesses should have called the police about those children being abandned because thats what it was... underage children alone all day at a bowling alley or any where else for that matter is in fact child endagerment and abandonment and the parents need to be brought up on chrages for that... they have been doing the same thing at wal mart and other places...
Do these people watch the news? I mean everyday you hear of a child thats abducted and never seen again molested and killed....does any of this ever ring a bell? those parents do not deserve children!
It is bad enough you have to worry when they gone to school or to friends to play under supervision let alone something like this.... I know times are hard and babysitters dont come cheap but as a parent you have a reposnisbility to the welfare of your children above any and all else...
If you cant afford to a babysitter ask a friend or family member to watch them or else you need to stay home and do it yourself.... I also know the argument about not having family close by and everyone has to work... I am well aware of all that... but.... if you have a child then you have a responsibility to see that child is safe at all times regardless !!
As for the dress code at the mall.... about time now i wish everywhere else would enforce that because i do not want to see someones butt or other things exposed simply for the sake of fashion.. get a belt it just looks stupid to start with as well as wearing a hoodie in 110 degree weather...
i dont think it is the argument with kids no money but the fact that children wandering around a store and getting into mischief is more like it... I know at the Alexandria mall the same thing was happening and kids were getting into fights inside the mall as well as with adults... this kind of action leads to criminal behavior simply out of boredom and there just isnt that much to do at any mall to start with. The business owners are trying to run a business not babysit someone elses children.

I refuse to let my kid leave the house without "who are you with, who are the parents, where do they live, etc, etc." I couldn't just sit up in my house watching Jeopardy while they're doing as they please. And I'll be dammed if I drop them off and run off with my own party. What is wrong with parents today?
I don't know what to say about the droopy pants and hoodie thing. Their mamas know their behinds are showing but let 'em buy it anyway. It's like letting your 14 year old daughter prance around in a halter and tiny shorts. A 14 year old child's body is not to be dressed for and ogled by men. Shame on this world today.

The problem with many parents today is that they did not have an example of good parenting when they were growing up, so they just repeat what they saw .....
I am tired of seeing boys with their pants down around their a-- too. I think it shows a total lack of respect for everyone when they do it, including themselves. But they do not have anyone at home showing them the proper way to dress and they do not have dads standing at the door daring them to leave or come home looking like trash..
It comes back to MTV raising these kids instead of parents.

I understand what you are saying, but they will never allow our country to be like China, a place where you have to get a written permit to have children. I do not agree with many people that have children just because they forgot to get their prescription refilled last month, or they wanted another child because they thought it would save a marriage or help them to get more government assistance. These excuses for having children have helped to lead many children into one parent homes. And it does not take a rocket scientist or Dr. Phil to see that this problem is destroying our youth.

i just found out the other day, and i assume it is true, that the baggy pants thing originated in male prisons. men would walk around with their pants lower to signify that they are available...charming. while i really don't care or consider it any of my business who someone has sex or a relationship with, i think some of these kids would. since someone said earlier that mtv raises our kids, maybe they could do some fyi about that and educated the kids as to what baggy pants below one's rump really means. i'll bet we would see these tough guys pulling up those pants pretty quick!

Now it has become a "cool" fashion to have your pants hanging down. It does not matter where it origintaed, it has become some kind of fasion icon and now they all think they are cool....
It is sickening to see all the children today with noone at home to help guide them at al. Some mothers are working 2 or 3 jobs to take care of them because they decided to have children with no father in the home...many have children that all have different fathers.....They get a call from police saying there 13 year old has been arrested and they cry and scream....but nothing changes because they are not there daily to guide the child.......Only in America and Africa is this considered to be acceptable behavior.

Some of us find this exposure offensive and lude . It's not normal looking at all . I saw a kid running from the police recently , sagging like crazy . He didn't have sense enough to pull his pants up . Had he done so this would have increased his speed . If I had my camera that day it would have been on youtube for the world to laugh at . I still have my friends tripping on that crazy event . Be a man and pull your pants up . Or petition some clothes manufacturer to make half-rump pants and really look strange .

If someone breaks the rules and drops off their child, you
need to call the police and have the police explain to them
why it is not good parenting to leave your child unattended
at the mall. Kudos to management for enforcing the dress

i thought so too, kpage! i told my daughter and i thought her head was going to spin off of her body. now she turns her nose up at people who wear their pants like that. it is such a rediculous fashion trend.
hi redusmfan, i don't think the kids that are dropped off unsupervised are those that belong to parents who have 2 and 3 jobs. some maybe, but i think it is more kids of parents who just don't want to be bothered. i think the authorities should have totally been notified.

My thing is I can agree on the saggin pants rule...but I think their should be something done about these girls wearing short tight shorts and short skirts and shirts that show off what they think they have! I've talked to many security guards there and the girls report that they are being harassed by guys....girls open your eyes...look at the way your dressed!

I know a man (in his 50's) that told his young son that if he ever caught him with saggy pants on, he would pull them down in front of anyone. I guess the son didn't believe him, because the Dad kept his word (in front of a large group of girls). He never had a problem with that again. O know young people will wear what they want when they think their parents aren't looking, but these parents should not allow them to buy such crap. I would not have been walking around with saggy pants or short, tight shorts. What's also bad is the short, tight t-shirts these young girls wear and they don't even care if the have rolls! I'm not picking on anyone for being overweight at all, but if you are, know that is not an attractive look!

im so glad these rules are being enforced....especially the saggy pants. im sick of seeing mens underwear. my child goes to cathedral and we see enough of that right outside the school...is there a law against that? parents... if you dont want the responsibility of taking care of your children than stop having them!

I know our government will never restrict the number of children we have. I unfortunately cannot have children and it really angers me when those who do abuse, neglect and abandon them. I would love to adopt but do not have thousands of dollars to do so. If everyone including teeneagers went through all of the rigorous training, inspections and testing that the adoption agencies do for parents looking to adopt, the children and parents might be better for it.
As for the baggy pants: it is tacky and it did originate in the prison system and if the kids today knew what it meant they would all be wearing suspenders like Steve Urkel.

I wrote a blog six months ago how some parents used outside facilities for free baby sitting services. Most of them are not 'working moms'. They are lazy, trifling people who care less about the precious lives they bring into the world. They do not have any shame in what they are doing to their children. They do not want the responsibility of raising children. They only care if the welfare check or food stamps make it on time. They will sell their food stamps for pennies on the dollar to anyone who will buy them. The government thought they could put a stop to that act by making them electronic but they should know by now that crooks are gonna figure out a way to get around that. All the recipients have to do is tell them their pin # and the person can use the card. It should be mandatory for picture id to be used when paying by food stamps and all stores not following these rules should lose the right to accept food stamps as payment. I have to stand in line behind two sometimes three buggies full of groceries and then watch as food stamps pay for the purchase. This is your taxes at work people. It's time for the public to wake up and stand up to this ATROCIOUS MISUSE of YOUR tax dollars. Show these trifling, no good bums that you have had enough of it.
Good job Natchez Mall, keep it up. It's high time someone enforces rules for these kids now-a-days. The parents certainly do not.

Alright!!! I am so glad to see this, I've been fighting the same behaviors for years and it can be very aggravating
I have talked with the aldermen about making such rules citywide.
I have gotten in fights and had to escort out many guys that do not take kindly to being told they must pull up their pants or GET OUT!!
Also parents that will not control their children are very disturbing and upsetting. Some parents will get downright nasty and beligerent and come close to starting a small riot or boycott at the mention, however polite, of please controlling their kids. I have had to call the police for several out of control "ladies" in the past.
Not to mention how upsetting it is to witness parents leaving their young toddler age kids unattended in the car with the engine running.
I hope this will empower other small business owners, and the management of chain stores around town, to expect and enforce decent behaviors within their businesses.
Now if we can get Walmart to tighten up perhaps we can instill in youngsters minds around town that thuglife, gangster type behaviors will not be tolerated in Natchez.
In order to clean up our streets we must take such action as a unified community to enforce such ethical, moral, and decent social behaviors without exception.

A while back I witnessed a guy trying to cross the highway, he had a drink in one hand, his cellphone in the other, as he went to cross the busy road, his pants dropped and he couldn't walk, it was so funny, he almost got run over, he dropped his drink, managed to get his pants up some and waddled on across the road. I couldn't help but laugh.

Was just watching the news and heard that 3 teenaged boys near Atlanta have been arrested for car bombings. They told police they learned how to do it from the game Grand Theft Auto. But "experts" have said there is no connection to violent games and music, and violence on the streets.

It's not just the mall though. Same thing happens at wal mart which is why I don't shop at the mall or wal mart now. They're both flooded with unattended children and teenagers and it's stressful enough standing in check out lines without listening to all that.

Wow. I'm surprised at the number of people who agree with the mall implementing a dress code. Whether or not you dislike sagging pants is not the issue -- the issue is a restrictive dress code policy is being implemented in a place where people go for leisure activities.
What's next? Burqas for all women in public? Last time I checked, we Americans were all still entitled to our First Amendment rights.
Is is the clothing that's being banned or the behavior of the people who wear the clothing? If it's the behavior, then that should be addressed, not the clothing.

You can go to Angola prison rodeo and see just how many prisoners you see with saggy pants.(none) That style came from gangsters and hip hop . The young thought it was cool and tried to imitate it. When my daughters was young and dating they was not allowed to bring boys home that wore saggy pants or their hats on backwards.

As long as they have on boxers, I don't care if the pants are baggy. I know some people are proud that they own boxers, and just want to show them off. Some boxers are pretty colorful, and I've seen women wear them as shorts. I'm sure the police hope that criminals keep wearing them strapped below their bottom. That way they will be easier to catch. I went to the bathroom at the mall once, and got behind a guy with his belt strapped beneath his bottom. I thought he looked funny, because he had his shirt tucked in, and that made his body look real long with short legs. Each step he made, his pants got lower, lol... I just knew any minute he was gonna loose them.
What on earth is wrong with turning a cap around backwards, isn't that what some fishermen do when running their boats to keep the wind from blowing off their cap?

If you want to test your first amendment rights go ahead, but you should make sure that you do that in the appropriate place, and get a permit please, not in my business, or not in my city's/county's courthouse, police station, fire station, school yard or classroom, etc. YOu can do what you want at home, anywhere where 2 or more people won't testify against you (the lewd/profane ordinance of MS is an excellent precedent for that). That law is in place, we just have to use it and demand enforcement.

The behaviors at question are found offensive by most people. So don't go hollering FIRE! in a crowded theatre when there's not a fire, that is free speech that is not tolerated, same as NOT wearing your clothes in a decent manner, and NOT tending to your children.
Oh, and ffor berkas, muslim women may not wear them in certain places, per the safety of others, such as in a bank or when receiving a picture I.D. or when a cop pulls them over to check them out, etc.

Ok, if someone owns a business, it is their right to require people to dress as they see fit. If someone doesn't like it, they can shop elsewhere. How is that any different than a sign saying, "Shirt and shoes required"? It's not infringing on our rights as Americans, it's all about respecting one another. I don't want to look at anyone's underwear and can't for the life of me understand why anyone wants to show them in public. Why exactly is it appealing to reach for your wallet at your ankle?

I'm always amazed at how some people look when they leave their house. Don't get me wrong, I'm no beauty queen, but I don't go to the mall (or anywhere else) in my pajamas, house shoes, curlers in my hair or in my underwear! Everytime I go to the mall, I see several people in some scary attire. I'm not offended by anyone dressing in clothes that aren't perfect, but I do think people should cover their behinds in public (whether it's a guy that wears pants around his knees or a girl that wears too short shorts).

I agree w/eagles. There's a time and place for every type of clothing. However, I think the mall's policy is not appropriate because it hasn't been very well developed. I mean, what exactly does "no sagging pants" mean? Will an obese man wearing his size 32 Levis be in violation of the mall's policy because the only place he can button his pants is below his gut? It doesn't matter to me what background, ages or genders people are, the mall may gain more business if they enforce this dress code! There are people (I am not one of them) that won't go in places because of this. I remember how much nicer the stores were back in the 80's and the mall was always packed. I went to Wal mart this morning and saw a bunch of black kids stopping there on their way to school, all wearing "uniforms". It wasn't what they had on but how they wore it, loose and baggy. There is no way you will get kids to stop wearing clothes the way they want to wear them! Haven't we learned anything?! I can read them and say White, black or other. Here are some facts for all races:

When a white pedophile rape or molest kids in church, it's brushed under the rug and he is swept away to another domain to continue raping or molesting some one else’s child. And what is said, NOTHING. Pay the families off. What about the kids who were raped or molested?
When a 19 year Black Army soldier is raped and killed while in Iraq, her Doctor Father and very prominent mother are told, she killed herself by the Army. Single parents are always given a bad report. If the system was not designed to keep the black man out by making it against the rules for low income mothers to have the fathers live in the home while receiving welfare then, maybe, just maybe, more fathers would be there for their kids.
Have any of you ever visited Kentucky? Per resident, there are more welfare and food stamp recipients in that state than any other state in the country. Oh and I did mention that these recipients are white, many live without running water, no dental or health insurance, and many are mothers before age 15. They have no education past the 6th grade and have multiple kids by age 19.
So, I hope that you all can see that this is not a Black or White thing. Parents should be more responsible for their kids. My son was not allowed to wear sagging pants; my daughter is not allowed to have any piercings and must wear clothes that are respectable.

I really have a problem with this. The system wasn't designed to keep the fathers out but the system figures that if there is a man in the house then he is, or should be capable of providing for his family. I know many mothers who milk the system by not getting married and not naming the fathers so that they may sit at home, have babies and wait on a check that is made possible through my hard work. Oh and by the way I am a single mom.
A lot of these kids fuss about disrespect and people dissing them. Well respect has to be earned and I find it really hard to respect someone who runs around showing their underwear like they are still two years old.

I don't normally look into other people's grocery carts and think...my what a large load they've got, let me make sure to get behind them in the check-out so I can see how they pay for all that. Nope, I'm not like that at all, I look for the carts in the checkout line with the least amount of groceries, so I won't be standing too long in the checkout line. I don't ever follow my fellow grocery shoppers out of the store to see what kind of vehicle they are placing all those groceries into either. No, I'm having enough trouble finding my own vehicle after spending hours in WalMart grocery shopping.
But, I have gone to WalMart and bought groceries for someone with a new baby "with her food stamps card" and put the groceries in "my new vehicle" and then carried them to the new mommy's home, so she wouldn't have to take her new baby in WalMart.

The Natchez Mall needs a makeover. For one thing their are too many fake gold stands. Also, whats with the small clothing shops. The only store to goto is Belk and JCPennys. I wouldn't even call it a mall, more like a flea market. New name "NATCHEZ FLEA MARKET". If I was Belk or JCPenney I would shut down and relocate. Needs to be like the one in Pearl with the outside shopping center. The mall manager either needs to set standards or find another career. Also, their should be guards at every enterence. If parents leave theirs kids their they have to give them a contact number and sign in sheet. If they try to sneak them in from parking in the back then our police dept would be happy to take the kids home and write a HUGE fine to the parents.

Lets reach to our aldermans and mayor and lets ban saggy pants for this city. If caught pay a fee which would go back into the city. Hit these people where it hurts, in their wallet, wait they dont have anything b/c they are not working and hanging around the mall wasting time and not looking for a job. But still Natchez needs to upgrade and catch up with the times. Also, I think it would be great if Natchez ban smoking in public places. Their would be more places to sit in resturants.

I agree NtzRiver. Or put them in a place where you can't smell it. Case-in-point: When I go to Shoney's, I get on the side where you make your salad, and all of the smoke makes me just about lose my appetite. I also feel sorry for the children who parents drag back into that carcinogen infested section. I've seen infant to 2 yr. olds back there having no idea the damage that is being done to them. It's about as bad as them being caught in a car with cigarette smoke.

Peace007, I have no idea who pulled your string for you to write such comments but I am free to voice my opinion whenever I so chose just as you do. I am not on public assistance. I worked from the age of 14 until illness prevented my continuing work at age 67. I am now 70 so if you can find me a job where I do not have to stand and can be allowed to recline my body every two hours because of pain I would surely appreciate that great gesture from you. I could use the extra money. Was that your daughter you took to Wal-Mart to shop and then took her home in your new car? If so then maybe you will allow me to extend congratulations, best wishes and God's blessing on her new precious bundle from heaven. I haven't at anytime ever in any way belittled anyone who needed public assistance. That's what it's there for and it is a great blessing when needed. BUT PLEASE NOTE THE WORD NEEDED. It's a great difference than DEFRAUD, which many lazy, shiftless sub-humans specialize in.

I remember the day the mall opened. I stood in line with four kids (two in strollers) behind me. I along with everyone was excited that we would be getting a nice decent mall. But look at it now.
As for the saggy jean they probably buy them at the mall. I think it's terrible that parents allow their teens to go out of the house looking the way they do.

Destiny, don't you live in section 8 public housing? And didn't your granddaughter buttercup say her mother was on drugs and raised them on welfare, food stamps, and embarassed them at Christmas by making them go to the Santa thing in Natchez for Christmas presents, and then went on to insult all the business people who sponsor that function by saying she hated to smell the alcohol on their breath?
So, why are you looking into other people's grocery carts and checking to see how they pay? That's what you wrote in your above post. You don't know whether or not they are scamming the system, just because they pay with food stamps...like your granddaughter's mother did. And just maybe judging from some of buttercup's comments, you didn't do so well as a parent yourself!

well, if you like sagging, go ahead and wear them that way, but you will get thrown out of my store

and most decent places around town
if you don't like it, that's tough, do something about it, cause a disturbance in my place, you're going to jail
and I think you will find that the security guys in the mall will do the same, arrest you and hold you till the police come. Get over it, and behave, or suffer the consequences fool. You can go naked in front of your children at your own home if you want, but that sort of indecent behavior will catch up to you.

I was only pointing out to Destiny that for her to bash others for being on food stamps is like the pot calling the kettle black. She's the one who said she lives in a section 8 apartment and gets food stamps. Click on her name and read all of her post if you don't believe me. But, she must be jealous of those who receive more than her measley $10 in food stamps, since she's bashing folks who can buy a whole buggy or two. And her son or daughter was a receipient of assistance too, for buttercup to have been raised on handouts, and buttercup is the one who told that. I was only asking why she feels the right to look into other people's grocery carts when she gets a little peice of the pie herself.
And as a matter of fact, the person I was speaking of aiding by going to grocery shop for her, was a black neighbor friend of mine who had a newborn baby and a five year old son Her husband had run off and left her while she was pregnant. I also babysat her baby and son for a time when she went back to work.
I've gotten assistance myself years ago, back when Bill Clinton was in office, and I know for a fact that he began a program that was to help people get off of assistance. It wasn't easy to get assistance and every 6 months I had to recertify and show proof of my income and my children's, if they had income. And if I knew for a fact that a person was abusing the system, I would report them.

You cheated a friend when you told personal things about the neighbor you so "gracefully helped" You should have never bothered looking up the lyrics to a song that you do not live up to.

The neighbor doesn't live in Natchez, Dixie. It was years ago, and I didn't give her name. I was using her story, as a parable, to prove my point about food stamps.
