Two flee from routine road block
Published Thursday, August 28, 2008
NATCHEZ — After being stopped at a checkpoint on Canal Street at 10:41 p.m. Tuesday, Kelvin M. Tolbert, 20, allegedly decided to take police on a ride.
After being told that his license was suspended, that his passenger, Kendrick Tolbert, 23, 62 Providence Road, had an outstanding warrant for driving under suspension and admitting to officers that he had just smoked marijuana, he was advised he was under arrest and told to put the car in park, the police report said.
“He said OK, and they put the car in gear and blew through the road block,” the report said.
The two made it from the roadblock at the corner of Briel Avenue and Canal Street to the front of The Natchez Democrat, where they wrecked the car and fled on foot and managed to evade police.
Kelvin and Kendrick have warrants out for resisting arrest. Kelvin is also charged with driving under suspension, no proof of insurance, failure to yield to blue lights and sirens and driving under the influence.
“That was my first experience with people running,” Natchez Police Department Lt. Justin Jones said. It doesn’t happen often.”
The chase was fairly low speed, Natchez Police Chief Mike Mullins said.
While the Tolberts evaded police for the time being, nine other people were arrested on charges including contempt of court, false pretenses, driving under suspension, possession of a controlled substance and carrying a concealed weapon.
“This reinforces the need for safety checkpoints,” Mullins said.
This was the first checkpoint of the state’s Labor Day Crackdown, which will continue through Monday.
“We will be conducting three more over the next two weeks,” Mullins said.
These checkpoints are common around major holidays, Mullins said.
While Tuesday night’s checkpoints had more action than usual, Jones said it was a success.
“We got a gun off the street and some pills off the street,” he said. “We want everyone to enjoy the holiday weekend, but to be safe.”

I would not think that they will remain at large for long. There must be family or at least friends that would do them a favor by turning them in.

grrbrts while you would like to think that more than likely just the opposite is what will happen. Ppl that act like that ususally dont hang around good law abiding ppl. Aint saying it is out of the question just not likely.

That's just slap stupid. Ran from the cops then crashed his ride. He's going to spend a night (just one) in jail, but bless his heart, his spinners have ceased to rotate. He's on foot now.

His wheels alone probably cost more than the bond set for him (I wonder how they weathered the crash?). Bet he'd rather sit in jail awhile than sell 'em for his "get out of jail" ticket.

Why can't the the police and sheriff's departments conduct roadblocks often and not just during holiday week-ends?

What a couple of dummies! All they were in trouble for was driving without a drivers license and they bring all of this . Kids just dont get it. Take your lumps without making it worse.

I am sure SOMEONE in the community knows where these two are. They just won't give them up. It's only a matter of time however. They will fowl up and again. I just hope no one gets hurt behind their shenanigans!

Yes, they know who they are so they will catch them for sure. I wonder if the officers checked to see if they were trying to get rid of something while they were running. They probably had more drugs or even a weapon on them that they needed to dispose of. The penalty for running is probably lower than the penalty for whatever they would have been caught with.

Personally I think that these roadtraps are a waste of time . Also it's the lazy way of dealing with crime . You can't wait for some smuck to be stopped at a road block . With cell phone use these people will simply call their friend and let them know of the road block . Law enforcement should be active in patrolling the communities , not targeting certain areas . I would much rather see a patrol car in my neighbor than a road trap . Anyone with half a brain know who they are really set up for .

olderthandirt, why don't the police and sheriffs department do house to house searches too? Why not just put up permanent checkpoints at major intersections around town to go along with house to house searches? That would get a lot more of these dangerous criminals off the street wouldn't it?
The reason the police don't do that is because of two things olderthandirt: we have the right to move about freely, and we have the right to freedom from unreasonable search and seizure. Of course these days ideas such as liberty and security in "persons and papers" are frowned upon by the tongue-cluckers and the righteous.

Yep! Unreasonable search and seizure, habeas corpus, unlawful invasion of privacy has flown out the door, has become status quo since bush became King.
As far as K&K, they're just idiots.

Aug. 28 1963 - Dr. Martin Luther King Jr. gives "I have a dream speech" - Little mention in the Democrat
Feb. 26 1967 - Wharlest Jackson killed in car bombing - Little mention in the Democrat
Aug. 28, 2008 - First black nominated to be president of the United States - Little mention in The Democrat
People say times have changed. But when they look back in the annals of history - like The Natchez Democrat - I hope that they will see the newspaper for what it was and still is ... denying history doesn't mean it never happened. Thank God for other news outlets that help tell the story.
With so many Natchezians at the convention its no wonder they didn't send a reporter to Denver - but then again that would be embracing history - not turning its back on it.
We have come a long way - but as The Democrat has always pointed out - we still have a long way to go.

How can they arrest someone for carrying a concealed weapon in their vehicle. Mississippi state law says that your vehicle is an extension of your home, and that you can carry a concealed weapon in your vehicle. I travel alot in MS and LA. I called the highway patrol in both states for clarification, and that is the answer that I got.

Justin as a LEO that has worked both states u cant charge someone for have a weapon in their vehicle. More than likely one of them is a convicted felon and there was a weapon in the vehicle and the charge is probably felon in possession of a weapon.

Hardcorps going back to your comment on search and seizure going out the door. Wouldnt you rather guns and drugs be taken of the street even if they were gotten in an inadmissable ( not illegal) manor? Regardless of how it is obtained at least it is off the streets and not out there possibbly doing harm to you or your family.

I'm not so sure any crime can be considered as not a serious crime BeautifullyDefined. The Patriot Act says any criminal act that endangers human life is an act of terrorism. Anyone who would smoke marijuana and/or own a gun is potentially dangerous- you should watch the movie 'Reefer Madness' to see what marijuana does to people, and a gun can be discharged with harm either intentionally or willfully.
I think we could go a long way toward solving terrorism and the gateway crimes leading up to it if some of these soft-on-crime judges around here would issue open blanket warrants so the police could conduct some surprise night time house to house searches covering whole neighborhoods. We could get a lot more pills and guns and madness inducing reefer off the street. I don't know about you but I would feel a lot safer.

Where is Xzibit? He needs to come help pimp that ride for K&K when they get out.
If it is a van, he could make mad mike and the guys turn it into a rolling jail cell, with fake bars and everything...stainless toilet and sink....how cool would that be.....put some flashing lights on the roof.....and a killer system with 20 tweeters and a huge sub woofer in the cell area.....
And lots of monitors...so the average thug would feel at home.
Here are your keys and you have been officially pimped...
Have a nice morning.

The US Government does not make propaganda Bobaloo. This is the greatest country in the world and shame on you for making false allegations.
And why not house to house searches? Having a house is a privilege, not a right. You have to ferret out the terrorists and pre-terrorists where they hide. You can't wait until they do something, you have to go look for them.
Either you are with US, or against US, Bobaloo!

Potsmokers w/ guns are potentially dangerous? Huh? There's a lot of hunters out there that would disagree. Then again, that might validate you comments now that I think about it.
Most common crime i know of smokers is eating too much Cookie Dough Ice Cream, forgetting to turn the light off.
I am still laughing at the Reefer Madness comment. That was a good one.

I am legal and do not drive drunk at all. But I used to live in a trailer park in Atalanta back in the late 80's and it had one way in and out. The local police would set up road blocks coming into the park and my friends would all freak out. I would drive through and did not have any problem. But the law breakers would stand around out in the street talking about the police harassing our neighborhood....and it was 95% white.....it made me laugh....
I remember all the excuses they had for not having insurance cards and valid licenses...it was a sad but funny time.

Those poor souls would have been better off in a public works camp redusmfan where they could have learned to be contributing members of society. Obviously they weren't doing a very good job of taking care of themselves.
After a few years in a works camp making national parks and sorting recyclables they could have been slowly introduced to trailer camp living, perhpas in group trailer homes with assistance in getting licenses and insurance leading up to that wonderful day when they could live in their own individual, camera monitored trailers.

Maybe if the paper would go to the Naacp monthly meeting or write an article about anything important in the black community daily he would be satisfied....But that is just a thought. I bet he would cry then about the fact that they were on page 3 instead of front page ....

If any of ya'll wanna buy some rims I have some 26" rims that I have forsale,I'll let them go for $3,000.I paid $4,700 for them and they are still like new.All i'm saying is if you want to ride in style holla at me.

I agree that roadblocks are useful and often get dangerous people off of the street, but to me they should be unconstitutional. Law-abiding citizens should not be subjected to random searches or checkpoints. What's next, police going door to door "checking on things"? For all of ya'll who say that "If you ain't doing wrong, then you have nothing to worry about" you are wrong. I went through a roadblock, doing nothing wrong, and the cops asked to search my car. I guess because I am white and had a black guy in the car with me. I politely refused their request because I was in a hurry and had done nothing wrong. They forced us out of the car and walked their dog around my car. He jumped up, scratching my paint, and the cops got all excited because that gave them reason to search my car. News for them, my dogs cam do the same thing and I didn't have to pay thousands of dollars to train him. That dog knew what those cops wanted him to do and so he did it. They put the dog in my car, which he stunk up, poked holes in my seat, and scratched the heck out of my dash. But he didn't find anything. Instead of apologizing, they acted like I was hiding something and informed me that they knew what I was up to. Ha! Cops don't need probable cause to search you. They'll have their dogs scratching your house to get in before long.

Oh yea, they don't fix what the dog tears up either. You have to take them to court. If I can't afford to fix the damage, how can I afford to take them to court? Besides no judge would rule against the cops who are "just doing their job".
