Mayor searches for bar scene solution

NATCHEZ — Mayor Jake Middleton is still working a solution for downtown bars.
“I think our biggest problem right now is the noise when people are leaving the bar,” he said. “I’m looking at some ways we can curtail the noise problem we have out on the street.”
At the beginning of August, Middleton was considering mandating a 2 a.m. closing time for all bars within city limits.
At the time, he was citing litter as a problem, including broken beer bottles and other leftover items from late-night bar crawlers.
Middleton said he’s not only gotten complaints from downtown residents about noises coming from bars and the people exiting them, but he has also gotten complaints from downtown shop owners about litter on the sidewalk.
Middleton said while he understands bar owners clean the immediate area of the bars, the trash continues to appear.
He said he wants to approach the issue slowly and explore all avenues before making any big decisions.
“We’ll bite off a bit at a time before we go in and start slapping down legal ordinances and new closing times,” he said.
He said it’s going to take working with local bars to see what would work for them while at the same time finding a way to help with the issues of noise and litter.
“We’ve got to find a happy medium somewhere,” Middleton said.
Natchez Police Chief Mike Mullins said downtown is patrolled heavily when people are there in the highest volumes.
“Downtown is one of our priorities over the weekend,” he said.
But that’s not the limit of the police’s watch over the area.
Mullins said the city is divided into six beats and the downtown is one of them.
And big events that bring more traffic , like the Great Mississippi River Balloon Race naturally bring more patrol.

Some of the people that complain will complain no matter what.I know of 1 of the business owners and they will never be happy as long as something is making more money then they are.

You should go downtown and talk to some of the businesses around the bars, especially on Main Street. The merchants have to clean their areas almost every day. It is not only bottles, etc. It is human waste, and it is despicable. Many businesses have had to resort to cameras on the front of their business, but the kind of people who do this, do not care about being seen.
When you work long hours everyday in the public sector, then add beautification of the street to that, it is enough. You should not have to add street sanitation to the mix.

I hate to question Police Chief Mullins on this but I'd love to know if his downtown patrols are ever out of their vehicles. A month back, around first daylight, there were 2 different guys sleeping in the doorways of businesses. That does not look good for business or tourism. And I looked and looked for passing patrol cars but none came by......

I really wish the bar owners would fix this problem so the city wouldn't have to. It would take some initiative and I do know one of the bar owners has tried at times, but it will take all the bar owners to do this effectively. I know if I owned one of the bars I would have done something along time ago to clean this up. It's going to affect the bar owners' business in the long run.

The last I checked in the down town area, most of the bars were owned or operated by whites. Now they are the ones constantly complaining, they just don't know how to party. They love to make a scene. During the Mardi Gras parades they drop the alcohol law so they can drink. A law is a law. But in Good Old Natchez they are always subject to change for certain parties.

The complaints have have only been this heavy since the new bar opened. Hmmm.
Seems like the older bars were and still are taking care of their patrons and their liter.

I know a way to curtail the litter....have a big trash can at the doors of all bars and make them toss it before leaving like the boat does. As for the noise while leaving...fine the patrons for 10:00 noise vilation; give them a ticket in their hands! That will stop it once the word gets out, trust me on that one and it will raise money needed for the town. The bar owners have no control of the people once they leave their buildings but the Cops do; so do your jobs and give tickets to the noise makers. Over a short time; this will end. People don't like to spend money on fines; make them responsible for their own noise...they will pay attention or a fine. LOL Yeah, get them in the pocketbook that will work every time. Also, make all bars post a letter on the door as your going out...NOISE VILATION $$$ YOU WILL BE TICKETED AFTER 10:00 P.M. Good Luck Mayor... God Bless Our Town.

loud music (booming car stereos), litter (beer bottles, cans and other trash), and human waste (discarded diapers, etc.) is not limited to the downtown bars at night, just drive through the walmart parking lot any time, day OR night.

I agree w/ Ntzmom. The only way to end ALL of the problems that all of you complainers have is to suck out all the fun from this city. Let's make Adams county a dry county. I'll even go one step further. Let's become like that town on Footloose and ban dancing. No more festivals, no more large gatherings of any type, etc. Cell phones are a nuisance, lets get rid of those! I can keep going all day long.
My point is it will never end. There will always be something to complain about everywhere you go. It gets a little old!

If the plan is to reduce taxes, force people out of the downtown area, then this is a great plan.
However as ugly as some may think the bar business is, and that their customers are the worst of the worst. Just remember they are pumping cash into this town, whether you like it or not, they help pay for the roads, public works, recreation, etc just like everyone else.
If the downtown restricts business hours, Natchez will begin losing the late night crowd that does exist, from Monterrey, Jonesville, Brookhaven, Liberty, etc. How many people are going to Brookhaven for a weekend?
I believe the problem can be fixed without limiting business hours, but i hope the mayor will explore every other option before limiting business hours.

Why don't you people move to a dry county? The bars have been there for years and like it or not, they draw people from outlying areas and bring in revenue. I don't personally go down there but don't have a problem with those that do.

Decorative wrought iron trash bin holders with trash barrels inside located near bar entrances and exits and all along the downtown streets would not only be attractive but would make it easy to rid shoppers and bar patrons of trash. No drinks to go! Hire a person to walk the streets just to pickup trash and keep the city sidewalks and parking lots clean...charge each business owner a small fee to cover his pay. Or, select one or more inmate(s) from the local jail each day giving them the choice to work off their fines by helping to keep the city clean, but that would also require a patrolman to watch him or them while they clean...which could in the long run cost more than just hiring someone to do that job.
For the noise, give free earplugs to the hotel guests and citizens living on Main Street. How many people live on Main Street, and why?

Wanna talk about bad behavior at parades, last year i had to leave because their was a group of black boy/men parading their pit bulls up and down mainstreet sidewalk. gimme a break. You have some good ideas as well time4change.
Just want to throw in there that there are several trash cans downtown already. A few more would help things I'm sure. But they should be bolted down to the ground so that people cannot knock them over.
And personally I think it should be a requirement for a bar to be sound proofed! And when the police tell you to close your doors YOU SHOULD CLOSE THEM!! Not close them and open them right back up 5 minutes later!

One time I saw some guys bashing somebodys face in one of those iron trashcans so putting in more would be convenient for not only discarding trash but a prop for a fight as well..... If you can't read my sarcasm, my point is that you could put a trash can every two feet and there will still be the people that would just rather throw it on the ground just for fun....doesn't that sound like a fulfilling night "Come on boys let's go downtown and see what we can tear up, Wooo Hooo!"

OK, I'm sorry but people are going to litter regardless if you have a thousand trash cans lining the streets its just not in some peoples nature to do the right thing. Look at the buggies in the parking lot of Wal-Mart, I have seen people walk right up to the place to put the buggies, and leave it RIGHT BESIDE it. I have seen kids as well as adults litter everywhere, daytime,night time, you have to be taught, and that ain't gonna happen.

I can't believe some of you knuckleheads would try to make this a racial issue
There are plenty of black bars, which are probably bigger and make more money than the white bars. But blacks go to the white bars. White folks have more sense than to go to the black bars and start a ruckus. The rent is higher on main st. So the black bars choose to go to the lower rent areas. That's their choice. The black bars have plenty problems too, fights all the time, noise, trash same as the others, the owners just don't complain because they DON"T CARE as long as they're making money. That and there is no one living next door to the bars and clubs on MLK and Franklin St. The bars downtown on and around Main ST have apartments in close proximity. It's the residents right to complain. And also, there are some empty business locations, I know of two under the hill, if you want to, go open up a bar, no one is stopping you, if you have the money. Or do you want the government to pay for it for you? Seems like that's the current way of thinking, which is the reason the economy is so screwed up right now, socialist lending without expectation of paying back.
Close all the bars down by 2 am that's plenty long enough for the bars to do business. Anybody out past that time is drunk and looking for trouble.
I agree about the trash and noise around everywhere, Magnolia Mall, Tracetown, Walmart are constantly littered and folks driving around with their lewd and profane music turned up annoyingly loud. It's part of the thug life nonsense. We just have to fight back and keep complaining and don't be afraid of the big mouth smart talk when you tell the thugs to turn that loud music down.

Old Grand Dad - I agree, cops walking the sidewalk downtown and enforcing littering, open containers, public drunkenness, etc would go a long way in cleaning up the downtown area

Well the thing that gets me is that some of the patrons of these bars are more than likely shop in the same businesses that are complaining... the are locals and many out of towners not everyone who goes to the bars live here....
The litter can be controled simply by not allowing anything outside the bar... the noise is just a issue that I doubt will be resolved... if people live downtown near these bars they should have A.. either thought about that before buying that close to a bar or B... should have faught to not let them establish a business of this caliber in this area....
As for diapers and such if someone is taking children in bars then the bar needs to be shut down... but chances are this is happeneing from people tossing them out the windows in passing cars...not from bar patrons... with any business there is a certian ammount of cleaning you have to do inside and out so it is really not accurate to assume that all the trash is coming from a bar patrons...this could be vagrants who are creating some fo this and most of them have mental issues to start with so it would only be fair to evaluate the situation and pin point the exact cause of the problem rather than assuming that all people who go to the bars are responsible...
Not everyone who drinks is a sloppy drunk and it seems that most think if you drink at all then you are simply a sloppy, falling down, trashy ,immoral drunk... that is simply not the case.. do they exsist .. YES ... but not everyone is like that and in most cases they are few and far between...

For me - I wouldn't live downtown anyway
If you want to live down in that area, you already know you'll have to put up with street noise, drunks, loiterers,etc.
The area is zoned for business, so you know that up front moving in. If you have any sense, move out to a quiet neighborhood. Unless you want to be in walking distance to the bars, in which case you're probably one of the drunks causing the problem in the first place.

Southerhlady you have a point, the ones that live in the downtown area of the bars knew bars where there before they moved in, how long has Dimples been in business? How about soundproofing the apartments in the downtown area? or just not living in this area, you know up front what you are facing..As far as the littering, I think with trash cans at the proper places and someone to patrol the perimeter would change all the littering, like someone mentioned earlier, ticket them....$50 fine for anyone caught littering,this would help Natchez Police out with some extra funding for officers or whatever the Department needs, I would imagine this would stop some of it and eventually after enough tickets are written the people would get the message, Let the officers that are working the downtown beat write the tickets, let them be on foot instead of riding around looking..Look around Natchez, Adams County the only bars that are surviving are the ones that are in the downtown area,leave these people alone and let them make a living.....And yes there living is made in the late night and early morning hours to patrons that come to Natchez to party, because Natchez is known for the "Downtown Party Scene" ......

wifey2-1, yes I have seen that happen at WalMart with the buggies; and guess what, WalMart has someone hired to go out and get all of the buggies and bring them back inside the store, and also, pickup the trash in their parking lot. So, if you have a downtown business, you should be responsible to pick up any litter on the sidewalk in front of your business, just like I have to pick up litter that some how ends up in my yard. Get a hand on a stick to grab the icky stuff.
If heads are being bashed on trash-bins, then pad them, and bolt them down, if they are being knocked over. Wrought iron trash bin containers wouldn't be so easy to knock over and many cities have them. But, you can be sure than without trashbins, trash will end up on the sidewalks and streets. And if head-bashing on trashbins is a real problem, then I guess you should really be worried about that wrought iron fence with the spikes around that corner business.

But you can't blame those empty restaurants on Biglane. There was a time when both the Natchez Landing and Cock of the Walk were making lots of money and doing a lot of business down there.
Magnolia Grill seems to do fine and the Casino is doing fine. It's hard to say why those two sites are not active, other than lack of good management and desire. I think those sites could be lucrative businesses if someone had the money to set them up, had good parking, and provided good service and produce - either entertainment, food, or drink. We need a nice cabaret with dancing girls down there I would think the gambling & drinking crowd would go for that, but to keep the self-righteous howls to a minimum not allow full nudity. Myself, I wouldn't patronize them, and have to desire to run that type business, but knowing the morals of the common person it would seem highly probably to succeed.

If the problem is noise outside of the bars when the drunks are leaving, lol, have the bands announce to the crowd that noise has become a problem in downtown Natchez, and that many who live in the downtown area are complaining, so in order to not have to enforce a 2 a.m. closing time, the bar is asking the patrons to keep it down when leaving the bar and heading for their car. Have the bar owners post a sign on the exit...PEOPLE LIVE IN THIS AREA AND LOUD NOISE DISTURBS THEIR SLEEP, PLEASE BE QUITE WHEN YOU GO OUTSIDE THIS SOUND PROOFED BUILDING, SINCE THE PEOPLE LIVING IN THIS AREA DIDN'T HAVE THE FORESITE TO SOUND PROOF THEIRS. YOUR NOISE MAY CAUSE THIS BUSINESS IN THE FUTURE TO CLOSE EARLIER...IT'S UP TO YOU.

I keep seeing y'all saying for the cops to get out of their cars and patrol the downtown area. I can tell you are the ones who never come out!!
Every Friday and Saturday night there are cops all down Main St. Walking up and down the streets in between calls. Just because you do not see them ALL the time does not mean they are not there. They are probably out on a call either saving someone's life or protecting someone's person or property. You know that kinda is their job.

pbnj, pad them with that foam and covering like they put on trampolenes. There's always a way to solve problems. Plus the wrought iron trashbin holders could have a rounded down top and opening that the can could be lifted up out of for emptying. I seriously doubt there has been that many heads bashed on downtown trash cans, but I was witness once to a woman tell another lady who she was arguing with after coming from Dimples that she would pick her up and throw her onto one of those spikes on that fence on the corner.

True firered, the cops do patrol downtown areas at night and on the weekends...so, at least the bars have made the residents in that area safer, even if they have to put up with a little noise in the early hours. Maybe the residents should keep a radio or TV turned on low, on the weekend, to keep the noise from bothering them so much. I've done a small survey and asked some of the people I know who do go out in those areas and they've told me that the cops are out of their cars patroling. They've also told me that it is against bar policies for alcohol to be taken out of the bars, so the patrons are sneaking the drinks out. They've also told me that there is not all that many trashbins in that area.

LOL that's too funny time4change!! Glad its never happened though! And I like your idea of padding the trash cans if people wanna bash heads on them. I personally have never witnessed this. I like how you have a solution to all of the problems people are throwing at you. I hope they will allow you to attend the meeting with the bar owners and help out with the problem solving part of the meetings! You would be very helpful!

and thanks for setting me straight on that about the cops walking the beat, I'm glad to hear it. But then they must not be doing their job, of arresting loudmouths and litters?
Time4change, if the barowners do as you suggest, that will just make the drunks angry and they'll make more noise out of spite, just to annoy the complainers. You don't understand drunks obviously. You don't tell them what not to do, that's what they will do for sure then. And for the trashcans, you gotta be kidding, drunks are not gonna take the time and effort to thoughfully place their litter in a trashcan, on the sidewalk is where they figure someone who needs a job will get paid for picking it up. That is the way the lowlifes think - "oh it's okay to litter, some convict or some oldtimer will pick it up, or someone will get paid to pick it up(lwhich is true in Walmart and some of the shopping center parking lots) so in a way littering benefits the economy - NOT.

There is one trash bin on each street. I know for a fact one in front of Dimples and one in front of Doc's. I think there is one on the corner too but I'm not 100% sure. There are also trash cans on your way out of both buildings. The door people at Dimples try to catch as many people as they can who walk out with drinks but sometimes you just can't stop them all. Alot of them hide the drinks, especially beer, in their pockets when they are walking out. And then there are times when they flat out refuse to throw the drink out. When they are that drunk its a lot easier to let them take the drink out and pick it up later than it is to start a big ordeal with a heavily intoxicated person. Sometimes you have to choose your battles.

Krogers, quite the contrary to what you believe, I believe that with facing the possiblity of having to stop parting earlier, that drunks will find a way to behave better should they be forwarned of the possiblity regularly between song and dance on a nightly basis. The band could also warn them from sneaking drinks out and littering. Drunks do listen to bands.

From all I can see the cops are ALL doing their jobs. And its not their jobs to pick litter up off the streets. Several times I have seen people get in trouble for open containers on the streets or the cops asking someone to go back inside w/ a drink or to throw it away. And as for all the loud noise, its a lot quieter on the streets when the cops are there. A whole LOT quieter! The loud noise is more the music playing than the drunks. Yeah there are the occasional happy drunks singing loudly (ntzmom) and the irritated pissy drunks who are trying to pick a fight with anyone and everyone, but that is when the cops come and step in and ask them to get to where they are going and keep it down.
You people shouldn't be so hard on the cops. You have no idea what all they put up with every single day and night. Walk in their shoes for just one day and then come on here and complain about them. They are doing the best they can at a pay rate that most of you wouldn't even consider trying to live off of. For all you NPD officers out there---- There are still some of us out here who appreciate you.

((We need a nice cabaret with dancing girls down there I would think the gambling & drinking crowd would go for that, but to keep the self-righteous howls to a minimum not allow full nudity. Myself, I wouldn't patronize them, and have to desire to run that type business, but knowing the morals of the common person it would seem highly probably to succeed.))

Actually, if you are a loudmouth, and you do get loud inside a business, they do have the right to have you arrested for disturbing the peace. And thank God that most businesses don't enforce their right to quiet, because I see loud, rude, disorderly patrons inside lots of businesses and I've been rude a time or two myself.

and another thing- firered - I'm not down on the cops, I support NPD to the max
But I'm confused- If folks are complaining about the litter and the noise and the cops are on the beat- is it just me or is something wrong with this picture? Are the local residents complaining unjustly? Or are you not telling the truth? I would tend to consider that you are telling the truth rather than the cops not doing their job, I agree with you. After all, we do have certain freedoms, pursuit of happiness being one of them, so it's not fair and I presume the cops take this into consideration, to roust every bar patron for making a little noise or the jail would be full all the time. MY last word on this is that considering the history of Natchez, the party atmosphere downtown (which I do appreciate and consider that to be healthy for the most part, we aren't exactly living under the Gestapo yet) that if you can't take the heat get out of the kitchen. In other words if you can't be somewhat tolerant of party-goers downtown, you shouldn't be living there.

I actually like going down town and getting a drink every once in a while, but if people are going to be so stupid and ruin it for the rest of us by fighting, littering, and peeing everywhere, then its time to shut them down. Its gotten out of control for too long. And this is nothing new, since I was in high school over 10 years ago, business' have been complaining about getting trashed every weekend with beer bottles and such.

The people who are complaining are not tolerant at all. Alot of complaints come from the Eola. There are several very nice hotels for people to stay in if they do not want to be in the heart of the party district :) And as for one other unnamed person who complains a lot as well.... I'm not gonna go there because I have mixed emotions about that one.
There needs to be a meeting of not only the bar owners but the business owners as well. A compromise needs to first be reached between them and they need to learn to respect each other. Then the people who live downtown should be allowed to voice their opinions with the bar owners allowed a rebuttal. And the Eola needs to MAKE SURE that they are letting their customers know that if they stay in certain rooms they are not gonna get much sleep if they need total silence!!

So mike, if they close down all of the bars, where will you go every once in a while to have a drink? You must want to go out somewhere every now and then or you would be going eleswhere right now when you want a drink or two.
Ok, now I do know that peeing everywhere is against the law and doing so would get one arrested for sure...but then so is littering and fighting. NPD, you must make believers out of them, I'm sorry to say.

Oh goodness. Sorry to hear that. A friend of mine was robbed Friday. She's scared to death now! Luckily all they got was a microwave and a small tv. She couldn't have afforded for them to take much more or do any damage to her house. Hope they catch the guys who did all this to y'all!!

time4change - yes I can see you are a goodhearted person so we will have agreements, but I can tell from your statement about one person owning too much, that you do cling to the philosophy of spreading the wealth, regardless of whether or not that wealth was earned. Property ownership should have its rights, whether we agree with the owners use or not, we cannot stomp on one person's freedoms for the sake of other's wishes. We have to be consistent. I know you don't want anyone telling you how to behave in your house. So we can't tell the Biglane's, other than negotiation with $$$$$, how to utilize their property. They have the right to use that as a tax write-off or whatever they want, within legal reason of course. The Biglanes earned their wealth, and are paying their taxes. I imagine if someone offered them enough money they would part with that property. Until the buildings are obviously in disrepair and a safety hazard with vagrants living inside, etc. the city will do nothing, and little even in that event most likely.
Yes Eola does have a lounge still, as does the Casino, but I don't think the new one does.

Maybe a good suggestion was to not allow anyone leave out the door with cups, cans, bottles, etc. That should be tried for a while. As for the noise, that comes with the territory. People having some fun are going to get a bit noisy. If that gets out of hand, that is one thing law enforcement is for. If the folks living down town wanted total quiet, there is always the countryside. But you may have to put up with the dogs barking and the cats fighting.

I used to live downtown near one of the bars. I was never bothered by anything. I loved living downtown. At night I sleep with a fan on so the white noise covered up all outside noises. Of course, I am not much of a complainer so I don't get my panties in a wad about much.
