mr owens, what about people that do not get the paper or internet service they will not have a way of being told to sign up and if it is another way, how much will it cost the county to make sure all are signed up if you have a phone, cell or home, it should be automatic that your number go in the system and the phone service should provide that to its customers what ever happened to the public service com, this plan needs more planning sir
