What my students learn in high school Journalism 1: biannual or semiannual means twice a year; biennial means every other year (or just say every other year). They learn it. Of course, my students also learn to write "between you and ME."

I live with these up here in Maryland, plus speed cameras in DC & a few other counties.
1. no points are given for a camera violation, so it's not a moving violation.
2. they are on any and all roads--local, county, state, wherever they are needed.
3. if you are in a situation where, according to your judgment, you must speed or run a red light--say you are rushing to the hospital or to pick up your sick child--you won't get stopped by an officer (very time consuming), and you can often get the ticket reduced or forgiven if you have proof.
I've gotten one red light and one speeding ticket via camera, and I drive like a Natchezian! it's pretty easy to figure out where they are and change some habits accordingly.

Wow. So up here in the frozen north, I know my neighbors better than y'all do in the so-called friendly south? Now, it's true that I don't let my 9-year old out by himself, but only because he wouldn't be able to find his way home in the dark! In our neighborhood a few parents go out while the rest of us stay home & pass out candy.

The truly qualified people all told Sen. McCain no. Ferraro already shattered this glass ceiling--that is, the one of a losing VP candidate. So the Repubs SHOCK the country by choosing a woman, and now we are all supposed to focus on the courage of the choice and not her total lack of brains or qualifications?
I am disappointed in the Democrat. She's a yankee. She says nu-cu-lar, she's never visited a Southern state, and when Charles Gibson addressed her as "Governor" she came back with "Charlie". Didn't her momma teach her better? Shouldn't you be talking about that, rather than a straight-up Republican "woman" editorial?
THIS Natchez mentality is why some of us leave & don't come back.

Seriously? The first in 5 years? What, does Trinity not make the juniors take the PSAT anymore? We had to, and there were 5 in my class!
That being said, congratulations, especially to a student who wants to TEACH MATH!!! Boy, do we need more good math teachers everywhere. Good luck!

Maybe instead of a rec center we need a modern library with adequate computers for all, longer hours, and more up to date materials, run by the city or county instead of a private board.

Okay, they aren't getting 70 MPH winds in Houma or New Orleans, so they are doubtful in Natchez. Officials are believing the media rather than actual meteorologists.
Not that it only happens there--in DC during Isabel they closed the Metro believing TV weather & journalists that winds would top 45 MPH... NWS said no, and they never did, but the whole town shut down anyway.
