Andy is only running to take down people at which he is angry. He has an ax to grind against the sheriff and the judges and wants to use the DA's office to attempt to vindicate himself.
Of the three candidates, he has the least experience, no personality and no leadership skills.

Banks following through with this suit is like me suing a business that I own. It is stupidity at its finest. The town should file suit against Banks for having a business that caused so much trouble.

They don't get paid much but, while in office, they have other ways of making money. They set up "foundations" that special interest groups and lobbyists donate money to. Those foundations give the money to charities but the legislator makes himself the "president" of it and therefore pays himself a large salary for "overseeing" it. This happens on the federal level also. And its legal.
