FBI says it won’t investigate camera, film seizure

VIDALIA, La. – The FBI will not investigate the seizure by Concordia Parish deputies of a camera and film used to take pictures of inmate Pete Guillot, Sam Macaluso, supervisor of the FBI’s Monroe office, said Monday.
James Sandifer, president of Louisiana Crime Victims Coalition, has claimed that the seizure of Johnny Bradford’s camera and film, and destruction of the film, on June 5 was a violation of Bradford’s civil rights.
Sandifer said he filed a complaint about the incident with the FBI on behalf of the Bradfords, and Macaluso verified that his office received the complaint. Macaluso added that he did assign an agent to determine whether claims of a civil rights violation had enough merit to be investigated.
&uot;My understanding, from the (complaint) letter, was that Mr. Bradford agreed to a search of his vehicle,&uot; Macaluso said. &uot;If he does that and officers find something and take it, there’s little we can do.&uot;
&uot;But that doesn’t give them the right to take the film and destroy it, Only a judge’s order can do that,&uot; Sandifer said.
Sheriff Randy Maxwell has said that two rolls of film confiscated from the vehicle were thrown away but Bradford can pick up the camera at any time.
Sandifer said he now plans to file a complaint against the Sheriff’s Office with the U.S. Department of Justice Civil Rights Division in Washington.
Guillot was convicted in 1991 of two counts of manslaughter in connection with the 1990 killings of his ex-wife, Ann Guillot, and her boyfriend, David Bradford, in Ferriday.
In the past Sandifer and Johnny Bradford, David Bradford’s son, had taken exception to the fact that Guillot is allowed to perform mechanic work in a shop behind the jail.
On June 5, Bradford was taking pictures that showed Guillot standing at the mechanic shop under a sign that read &uot;Pete’s Shop.&uot;
&uot;I have an obligation to … protect the prisoners who are in the care&uot; of the Sheriff’s Office and Concordia Parish Correctional Facility, Maxwell said in response to questions about the incident.
