Supervisors approve plan to revamp EDA

County supervisors cleared another hurdle Monday in their plans to revamp the Natchez-Adams Economic Development Authority.
The Adams County Board of Supervisors approved a plan to reduce the size of the EDA board from 15 members to five.
Three members will be appointed by the Adams County Board of Supervisors and two appointed by the Natchez Board of Alderman.
&uot;I think it will be much more workable,&uot; said Supervisor Sammy Cauthen, adding it was difficult for the board to be workable in the past because it had so many members.
Since the authority was created through local and private legislation, the state Legislature must approve the change.
So supervisors also adopted resolutions asking to state to take up this local and private bill at an Aug. 28 special session devoted to economic development.
But Cauthen said he is not optimistic that the Legislature will discuss the matter during the special session or take up any other local and private legislation.
&uot;I just don’t believe (the governor is) going to waste taxpayer’s money on local and privates,&uot; Cauthen said.
Cauthen added that he could be wrong but he thinks the governor may not want to address local and privates because if he did every county would submit a bill.
State Rep. Phillip West also said he did not know if the Legislature would include the bill during the special session.
If the bill does not make the special session agenda, it will have to wait until the spring legislative session. But the resolutions should be mailed this week, said Virginia Salmon, board president. The proposal in question requires the county to provide 60 percent of the EDA funding and for the city board to provide 40 percent.
The aldermen adopted the proposal, last week with a revision that the boards meet each August to discuss the EDA’s budget.
County Attorney Marion Smith, said he thought that revision had been implied but county board members did not have a problem with the change.
