Mayor: Bylaws ‘probably not’ necessary for casino board

NATCHEZ — The newly formed Community Development Board will “probably not” draft a set of bylaws, Natchez Mayor Butch Brown said Wednesday.

The Natchez Board of Aldermen voted Tuesday to form the Community Development Board, which will oversee the dispensation of the annual $250,000 payments by Magnolia Bluffs Casino to the city for community development.

The community development payments are included in the casino’s lease agreement with the city.

When the aldermen voted to form the seven-person board Tuesday, Alderman Dan Dillard said he thought the board needed bylaws or operating rules since the aldermen were delegating the authority to disperse taxpayer funds.

“The final ratification of expenditures of taxpayer monies will have to come back to the elected board,” Dillard said.

Brown was not present at the meeting at the time Dillard’s comments were made.

The mayor said Wednesday  the rules won’t likely be needed because how the money can be disbursed is broadly outlined in the lease agreement.

“We will use the committee to work from that framework as to how we expend it,” he said.

“I don’t see a need for establishing a whole lot of bylaws and minutia for this committee to operate effectively. We have enough rules and regulations in this city right now.”

Brown said the committee would keep the aldermen apprised of its decisions, but stopped short of saying they would seek the board’s approval.

“We will work with the aldermen, but that is like adding six more people to the committee,” Brown said.

The casino stipulated that the it have a voting member on the committee. The aldermen appointed Magnolia Bluffs President Kevin Preston to the committee.

Preston could not be reached for comment Wednesday evening.

Other committee members appointed included Brown, Duncan McFarlane, Phillip West, David Paradise, Mary Toles and Anthony Heidelberg.
