Alvin Collins, a fifth-grader at Jefferson County Elementary School, opens his milk carton at lunch in the school cafeteria. Collins and the other 1,600 students in the Jefferson County School District receive free breakfasts and lunches under Provision 3 of the National School Lunch Act.
