Woman arrested on cruelty charges has $33,500 bond

VIDALIA — The Wednesday restitution hearing for Debbie Palmer, convicted of animal cruelty charges in November, was delayed until a later date.

Judge Leo Boothe granted a continuance for the matter.

Boothe also set a bond for Palmer — arrested Monday on new animal cruelty charges — at $33,500.

Palmer, 51, 930 Eagle Road, was arrested Monday after the Concordia Parish Sheriff’s Office received a report Palmer allegedly had two injured horses.

One horse reportedly had open sores and could not stand to move from a pile of its own feces.

The other horse was also reportedly in a neglected condition.

Sheriff Randy Maxwell said at the time the CPSO had also received reports Palmer burned two horse carcasses on the levy, but officers were not able to substantiate those reports.

Palmer was sentenced in May for her November conviction — two counts of animal cruelty, three counts of improper disposal of animal carcasses and a violation of the livestock sanitary board — to almost eight months prison.

Boothe suspended the jail sentence and placed Palmer on two years probation. He also suspended some previous fines.

One of the stipulations of Palmer’s probation was she had to limit the number of horses she owns to 10 for the entirety of her probation.

At the time of her trial, Palmer reportedly owned more than 50 horses.

Palmer was also assigned 40 hours community service, 10 of which were to be spent at the LSU veterinary department in Baton Rouge.
