Death row inmate heads to federal court

NATCHEZ — After exhausting all of his options at the state level, Jeffery Havard has entered the federal level of appeals.

Havard was charged with capital murder in the 2002 death of Chloe Madison Britt and later convicted and sentence to death

Britt was 6-months-old at the time of her death.

On Monday U.S. District Judge Keith Starrett granted a motion to appoint Havard legal representation in his newest appeal.

Attorneys Mark Jicka and William Goodwin have been appointed to represent Havard.

While neither could be reached for comment, Havard’s sister Tiffany Sullivan said her family would likely hire private council for her brother.

And Havard’s newest appeal is the latest in a string of many.

His last appeal, in May, ended when the Mississippi Supreme Court denied his petition for post conviction relief.

In 2006 the same court also affirmed his sentence and conviction in a separate appeal.

District Attorney Ronnie Harper represented the state in the case against Havard and said Havard’s appeals process is going along as it should.

“This is standard procedure,” he said. “I’m confident in the conviction.”
