How many states does it take to change a light bulb? Can two do it?

The west bound span of the 84 bridge is dangerously dark. Even though there are an adequate number of light fixtures in place, I believe that only three of them have functioning bulbs in them.

Is this a ploy by MDOT to tickle area residents into glee over the $2.5 million project to put a different set of lights up there by letting the existing bulbs die one by one in the hope the residents will forget they were ever there and demand the bridge be lighted?

Or is it just that no one has noticed?
