Ben Hillyer/The Natchez Democrat — Cierra Burns and Shalisha Proby didn’t need much to blow out the candles Monday afternoon. In fact, with the steady breezes, most everything blew away as the two struggled to put together a birthday party for 1-year-old Ivyiana Fleming under one of Duncan Park’s picnic pavilions. Proby tries to untangle the pink and white crepe paper streamers in which Burns found herself tangled.
