Casino, complete with new look, to seek OK

NATCHEZ — The Roth Hill Road casino developers are seeking approval of revised — and dramatically different — design plans from the Natchez Preservation Commission Wednesday.
The commission voted at its Dec. 14 meeting to continue that public hearing on the design plans after seeing the proposed plans, hearing residents’ concerns and voicing a few concerns themselves.
The revised plans for the exterior design of the casino and parking garage, provided by the casino’s architect Edward A. Vance, show significant changes that include:
• The creation of a three-story building front appearance.
• The building’s exterior completely covered in weathered gray wood siding.
• A gray roof, instead of midnight bronze, and a narrower roof seam.
• The removal of the pointed overhang on each end of the roof ridges.
• The extension of each end of the roof ridges and the addition of brackets to the ridges.
• Windows added to the front of the building.
• Wood louvers on the wall and roof vents, instead of metal.
• Five openings covered with carriage house-style green doors on the recessed opening on the south end of the building.
• Wooden railing on the outdoor deck that encircles the casino building.
• Green paint on the main entrance doors similar to the doors on the Natchez Convention Center, and green exterior windows, louvers and doors.
• Carriage house-style doors on the entrance to mechanical rooms on the front of the building.
• Carriage house-style roll-up loading dock doors instead of metal doors.
• Barn-style lighting fixtures on the exterior of the building and car drop-off area.
• The removal of one metal truss on the car drop-off roof and the enclosure of the roof in wood siding making the remaining truss no longer visible.
Vance said the revised plans were a joint effort by himself and Historic Natchez Foundation Executive Director Mimi Miller, and he said the two worked together to ensure Miller was happy with the design.
Miller said she was pleased with the improvements in the design and the willingness of Vance and Premier Gaming Group to work with the foundation, as well as the contributions of construction manager, Dennis McAvoy, and general contractor, Ricky Edgin.
Miller said her concerns about the location of the loading dock at the most public corner of the building and the large mass of roofing with no dormers on the front and back of the building could not be resolved. She said the project was too far along to change those particular design aspects.
Miller said developers will seek final approval of the plans that include all dimensions of current unspecified design aspects, such as a final railing design for the outdoor deck, at a later time.
Final landscape and lighting plans for the casino site will not be included in the application for commission approval Wednesday. Natchez City Planner Bob Nix said there is not currently enough information about landscaping and lighting that can be provided to the commission.
Nix said, for example, a required mathematical analysis of the impact of the proposed lighting will have to be completed before commission approval. Nix said the analysis can be done once the developers select all lighting fixtures and a site layout for the lighting.
The preservation commission will continue the public hearing at 5:15 p.m. Wednesday in the Natchez City Council Chambers.
The project will then go before the Natchez Planning Commission and finally the Natchez Board of Aldermen, who have final authority for approval.
