“Officers suspected that Carnigy was using the stolen radio equipment to monitor police communications and report police activities to suspected felons,” Stevens said.

Stevens said the radio equipment was marked as property of the Concordia Parish Office of Homeland Security.

“We’re hoping this arrest will lead to more arrests,” Stevens said. “This was an unusual arrest.”

Stevens said how Carnigy obtained the equipment is still under investigation.
