Adams County audit mostly clean

NATCHEZ — The Adams County Board of Supervisors received an almost clean auditor’s report for 2016 during Monday’s regularly scheduled meeting.
The report showed the cash balance for 2016 was fair, with about 14 percent of total revenue in cash and $2 million in the general fund.
Ideally, the county would have 30 percent cash to revenue ratio, said David Engel, the audit manager for Fortenberry and Ballard PC.
The report showed two findings, one of which resulted from a mistake by the Adams County Chancery Court Clerk while the other resulted from a failure to keep a current reconciliation of financial records.
County administrator Joe Murray said the financial reconciliation issue is already in the process of being resolved.
“The whole goal of hiring someone to do our financials and getting them to do our reconciliations was to provide a timely audit,” Murray said. “It’s a very difficult thing. … We’re trying, but it’s going to take an effort to have them done on time even in a perfect world.”
Supervisor Ricky Gray said this is not the first year the county has had financial reconciliation finding in an audit.
“Is the problem fixed?” Gray asked Murray during the meeting.
Murray said the finding was a result of a timing issue and a solution with The Gillon Group, a Natchez accounting firm, was already in the works as the auditor’s report was being filed.
“We met a couple of weeks ago and turned (the reconciliation) responsibility over to them,” Murray said.
The group’s responsibilities, Murray said, did not previously include the reconciliation of the county’s financial reports and will this fiscal year.
In other matters at Monday’s Board of Supervisors meeting:
4Irving Bullet of Solutions Group proposed customer service training for county employees, staff and elected officials at a cost of $3,750, which does not include food and travel expenses. The board has taken the proposal under consideration.
4The board received bids for heavy equipment for Adams County Road Department. The board unanimously voted to finance two new tractors for a total of $214,810.78 and a truck for $27,915 with Hancock Holding at a 3.53-percent interest rate and a CAT mini excavator for $75,256.80 with Bankcorp South Equipment Finance at 3.87-percent interest rate. The loans are all for five years.
4The board unanimously approved departmental travel and the hire of two new employees at the Adams County Juvenile Detention Center.
The board went into executive session to discuss a personnel matter, the price of the International Paper property lease to Southwest Power Company and a small claim tax lawsuit against the county.
